The aim of the enquiry is to establish framework agreements for the right to procure consultancy services, including:
-system development, including specification, design, programming, documentation and test/test management
-operations assistance
-courses/training
-IT security
-IT review and quality assurance
-IT research and analysis services
-general consultancy for project work, technology etc.
-project management.
The Customs Directorate would like to ensure access, through the framework agreements, to qualified consultants and services in a time and resource saving way for the coming four year period.
The framework agreements shall include consultancy services within one or several categories and call-offs shall be made in accordance with defined and agreed terms.

Clarification of II.1.8): Service providers can submit a tender for all or parts of the awarding authority's total need for consultancy services within IT (see II.1.5). See the tender documents. Clarification of III.2.1. (3) and (4): The certificates shall not be older than six months, calculated from the deadline for receipt of requests for participation. Separate prequalification documents have not been prepared, and all the relevant documentation is in this notice. Attention is drawn to the fact that this notice is for a restricted tender competition. When a reference is made to the tender documents, they will be sent out to the service providers that fulfil the qualification requirements and who have been invited to submit a tender. Requests for participation, clearly marked with "Request for participation in the competition - framework agreement for the right to procure consultancy services", shall be delivered/sent by post to the contact stated in pint I.1) of this notice. Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

(2) Presentation of the company's annual accounts, or extracts thereof
(3) Statement of the company's turnover, of relevance to this contract, for previous years

Credit rating, not older than six months, based on the last known accounting figures. The credit rating shall be complete, it shall include a rating and shall be carried out by a publicly certified credit institution.

Service providers shall have very good solidity and otherwise satisfactory financial capacity to fulfil the contract.

(1) Overview of the company's total manpower
(2) A statement of the company's health, environment and safety policy
(3) A statement of the quality assurance/quality control system operated by the company.
Minste nivå(er) av standarder: Service providers shall have a very good capacity to fulfil the contract.

Call-offs on the framework agreement will be made either for ongoing hours in accordance with the framework agreements hourly rates, which are fixed (index regulated), or for a fixed price. See the tender documents.
