Framework agreement for the purchase of traffic registration equipment

The aim of the agreement is to purchase equipment for the registration of road traffic data. 3 framework agreements will be entered into for delivery of traffic monitoring equipment for various purposes. The agreement will be valid for all of the regions and departments within Statens vegvesen.
Although some technologies/recording equipment can be used for multiple purposes, we found that it would be most practical to divide the acquisition into three parts:
Part A: Registration equipment for the continuous registration of bicycle traffic;
Part B: Registration equipment for the continuous registration of motor vehicles;
Part C: Registration equipment for periodic registration of motor vehicles.
Suppliers can submit bids on individual parts, multiple parts or all of the parts.
The delivery for each part will include:
— Traffic registration equipment;
— Equipment for connecting the traffic registration equipment to a power source (Refer to Descr. A.1 and Descr. BC 1);
— Documented tests (Refer to Descr. A.4, Descr. B.5 and Descr. C.3);
— Installation procedure (Refer to Descr. A.10 and Descr. BC.5);
— The configuration description and parameter settings (Refer to Descr. A.11 and Descr. BC.6);
— Proposal for the service and maintenance agreement (Document 5: SSA V-condensed and document 6: SSA V-condensed appendices).
The actual purchasing of equipment will be completed through mini competitions, which follows a set procedure which is described in Section C.2.2. The tender documents describes the procurement process in further detail.
The Awarding Authority will enter into a contract with 3-5 suppliers for each part. The distribution between the suppliers will be determined through the mini-competitions.
The total number of traffic registration units requested is expected to be about 150 for Part A and 450 for Part B and C combined, through the period of 2013-2016. The actual number will depend on the allocated budget, and can therefore vary from year to year.
The agreement will have a duration of 2 years. The Awarding Authority has an option to extend the contract for an additional 1 + 1 year(s), which means that the maximum total length of the contract can be up to 4 years.

The supplier shall include with the bid an approved financial statement for the last three years, the directors' report, income statement, balance sheet, notes and auditor's response.
The Awarding Authority will also review the bidder's creditworthiness by obtaining a credit report from Experian. The credit report shall not be enclosed with the bid. If the supplier has a weak credit rating, an explanation/description shall be given for the reason(s).

1. The bidder shall attach a reference list of completed assignments within the past 4 years with a stated complexity and production volume. For further information and an overview of what the list must include refer to the tender documents.

1. The bidder shall have experience with similar assignments for part A, part B and part C.
