The Division of Cultural Heritage of Rogaland County council is the regional cultural heritage authority in Rogaland County. Every land-use planning and building application is technically assessed by the section's executive officers, taking into consideration possible conflicts with cultural heritage. If they suspect that there might be unknown heritage sites within the area affected by development plans; cultural heritage registrations must be implemented. The objective of these registrations is to determine the extent of the preserved cultural heritage within / in proximity to the planning area, which must be taken into account in the planning process.
The Division of Cultural Heritage yearly conducts a large number of historical registrations. Mainly three different methods are used in this context; mechanical excavations with an excavator, shovel test pits, and surface registrations.
When conducting mechanical excavations it is necessary to employ an independent contractor. The framework agreement relates to the purchase of contractor services related to such cultural heritage registrations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Declaration of the company's participation in a publicly verified apprentice scheme(s) relevant to the contract.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

As documentation, the Contracting authority will obtain a credit rating from Experian.
Tenderers are expected to be familiar with recorded information about the company, and accept by submission of the offer that the information is obtained and becomes the basis for the assessment of the tenderer's financial circumstances. Alternatively, the tenderer on submission of offers may attach a credit rating from a recognized credit rating agency showing that the tenderer is creditworthy.

If the tenderer is aware that the requirement for financial capability to fulfill the contract cannot be met through credit rating as indicated above, the tenderer can attach other documentation confirming that the economic ability is satisfactory.
If the Contracting authority's credit information on individual firms does not include a credit rating, the Contracting authority will seek to meet its needs for documentation in other ways, either by assessing whether the economic ability is satisfactory based on other information from the Experian-system or through the collection of other documentation.

The tenderer must have overall good economic conditions, the financial capacity to fulfill the contract and must achieve a minimum rating as creditworthy.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) Other documentation required (please state below).
The bid documents must be accompanied by a list of the principal deliveries effected or services rendered during the last three years and this should include information on:
— Short description of the contract;
— Size and value of shipments;
— Time (contract period);
— Name of the customers and a brief description of these;
— Phone number, email address and names of contacts with customers.
Relevant customers from the list will be contacted.
The tenderer shall submit an overview of the company's total manpower (organization chart and project plan).
Minste nivå(er) av standarder:
Experience from relevant projects is required. Good implementation ability shall be substantiated. The tenderer shall have sufficient capacity and competence to meet the requirements related to implementation of the assignment.
It will be emphasized that the provider has previously had experience in archaeological research, either from records or from excavations, where mechanical excavation / surface registration has been used as a method. For the definition of the method, see section 4.2 of the tender documents.

The tenderer must have a minimum experience of at least three assignments corresponding to the individual assignments / call offs to be made on this framework agreement.
