Framework agreement for operator services for mobile telephony

The contract shall cover operator services for mobile telephony for the users in NAV.
The Norwegian Labour and Welfare Organisation (NAV) consists of the Labour and Welfare Department and the parts of the municipalities' socal services that are included in the joint local offices.
The contract will include:
— operator services for mobile telephony,
— service level contracts with defined service requirements,
— automated monitoring and notification of the service quality,
— general consultancy competence within the field,
— partial integraton of mobile telephony with landline telephony, video and intergration platforms.
The contract shall give flexibility connected to changing costs due to a changed pattern of use and extent of services. Further specifications of the functional requirements and any options will be in the tender documents.
The qualification documents annex 2 give a total description of the content and extent of the current telephony system including traffic volume.

Tenderers are required to be a legally established company.

Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.

Foreign tenderers: Certificate of registration in the company register as described in the law in the country where the tenderer is established.

Tenderers are required to have good financial solidity. The requirement is fulfiled with a credit rating of "good credit worthiness" or better.

Teknisk og faglig kapasitet:

— Description of the tenderer's technical capacity and professional qualifications. Regarding capacity, a description of the relevant units at the tenderer is required. Regarding qualifications, a short overview of general relevant competence at the tenderer is required. Names and CVs of offered persons shall not be given.

Overview of the tenderer's average general work strength and the number of employees in the administrative management during the last three years.

— The tenderer's most important contracts in the last three years, including a description of the contract, its value, date and recipient.

If the value cannot be give due to confidentiality, the tenderer is asked to state the number of hours/manlabour years that the tenderer carried out

Name and contact information of a contact person at the reference customer who can confirm the information must be available upon request.

— An account of the company's quality assurance system, as well as any other certificates issued by independent bodies. (Sales text, product descriptions or experience descriptions shall not be given.)
