Framework agreement for independent inspections – engineering design services and execution

Bergen kommune

The department for development sees to the builder function for municipal construction projects within school and nursery buildings, the fire and chimney sweeping service, arts buildings, sports centres and administration buildings. In order to see to the need for new buildings module buidlings are used in addition to buildings cast on site.
From 1.1.2013 obligatory independent inspection in construction cases was introduced, cf. the Planning and Building Act (pbl) § 24-1 and § 24-2. The awarding authority has therefore a need for the function independent inspector of engineering design services and execution. The framework agreement shall see to the need for these type of services.
In turnkey contracts the framework agreement will be used for independent inspections of both the engineering design services and the execution. The awarding authority has a separate framework agreement for construction management that is used in execution contracts. When using this framework agreement, the framework agreement can choose to use a construction manager as an independent inspector of the execution.

(2) Valid proof of central certification as an independent inspector, alternatively documentation that substantiates that local certification as an independent inspector will be achieved in the relevant development class.
