Framework agreement for Digital Services

The Norwegian Public Service Pension Fund, henceforth referred to as the Awarding Authority, shall enter into a framework agreement for digital services. The Awarding Authority wishes to enter into the framework agreement with 3 service providers.
The framework agreement is valid from contract signing and the contract period is 2 years with option for the Awarding Authority to prolong the agreement with 1 year + 1 year. The assignment includes maintenance and development of the Awarding Authority's internal and external network based services. Network based service includes i.a.:
The Awarding Authority's home page spk.no with both open and password protected services.
(EPiServer).
Calculators.
Statistics and web analyses.
Strategic communication and design services related to net based services.
Internal interaction systems.
Intranet (EPiServer).
Subject portals (EPiServer).
For self developed password protected systems, the selected technology for user interface system based on EPiServer. The architecture is based on a bipartite run environment.
The front end application is run on EPiServer which is based on the Microsoft/Windows platform and the back end is run on the Awarding Authority's JBoss/Java platform. The communication between the front end and the back end is through Web Services. Administration and development of back end at the Awarding Authority's JBoss/Java platform are conducted by the Awarding Authority.
Tenders for parts of the assignment are not allowed. However, the service providers may engage sub-providers to provide parts of the services.
The full range provider must have digital competence for a number of areas, such as strategic consultancy, concept development and design, content strategy, technical development, implementation and support. The provider shall also provide a relieving and efficient work process. The Awarding Authority uses flexible methodology in the development.
The Awarding Authority will put emphasise in entering into agreement with joint venture partners with substantiated experience and good results from corresponding assignments.
