Framework agreement for the purchase of design services. The Research Council of Norway centrally, programs / activities, Nysgjerrigper and Forskningsdagene publish a variety of printed materials in the course of a year. They create for example brochures, fact sheets, magazines, booklets on specialized topics, strategies, reports, display materials and conference materials.
With this acquisition the Awarding Authority has divided the assignments into 4 different service according to what kind of services that are to be delivered with the individual assignments and during which part of the year the services are to be delivered. A detailed description of the 4 service areas can be found in the qualifying documentation in annex 1.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (National requirement);
(3) Company tax certificate (National requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement);
(5) Other documentation required (please state below):
— the supplier shall be a legally established company,
— the supplier shall have orderly conditions in respect to the tax and value added tax payments,
— the supplier shall have a functioning HES system.

Credit evaluation / rating, not older than 1 year, and based on the last known figures. The rating shall be performed by an approved credit rating agency. The Research Council of Norway will in addition be able to obtain their own credit where appropriate.

The supplier shall have sufficient financial capacity to carry out the contractual obligations.

A brief description of the supplier's implementation capacity for the type of assignment and capacity. Suppliers with only 1 or 2 employees must describe and document backup solutions.
An overview of the suppliers main deliveries similar to this assignment in the past 3 years. The list must include the following: description of deliverables (6-8) lines, customer name, time frame, and value.
2 working samples shall be provided per service area that the supplier is applying for. The work samples must be products that display the suppliers overall quality level that is relevant to this competition. Very good implementation capacity and the necessary capacity to perform the services requested in the service area that the supplier has applied for qualification.

Explanation of the company's routine quality assurance systems.
Minste nivå(er) av standarder:
The supplier must have experience from similar assignments for similar customers. Experience with projects for customers within the research systems will be placed emphasis on.
For bidders for service area D will experience with the target group of children between the ages of 6 and 13 will be placed emphasis on.
The supplier must have the capability to conduct the assignments with high quality and they must be able to demonstrate a good and efficient quality assurance system.
