Kriminalomsorgens IT-tjeneste

The Probation and After Care Services has the professional systems Kompis-Kia and Kompis-Kif, each with their own databases implemented in Progress OpenEdge 10.2 as well as Kompis-Booking based on the SQL Server database. The Probation and After Care Services often has a need for reports and statistics based on information from all the professional systems. Producing such information demands a lot of resources as it cannot be obtained from a joint database. The Probation and After Care Services' IT service (KITT) has therefore developed a consolidated data model to replace the three separate data models that form the basis of the professional systems' databases and aims to establish the data model on the database platform Microsoft SQL Server in the form of a consolidated master database in SQL format. KITT has purchased the tool Pro2SQL for replicating Progress databases to SQL format and IBM Cognos for consolidation and near real time updating of the master database when there are changes in the professional systems' databases. IBM Cognos will also be used to generate a reporting data warehouse based on the data in the master database. In order to carry out his work KITT has a need for a framework agreement for consultancy services. The services and requirements for this are further described in the tender documents. The framework agreement shall be signed with one service supplier. The aim is to sign the contract in the beginning of May this year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Service providers shall be a legally established company. Norwegian service providers shall enclose a company registration certificate. Foreign service providers shall prove that the company is registered in a trade register or company register as mandated in the law in the country where the service provider is established.

Norwegian service providers shall have their tax and VAT payments in order and shall enclose tax certificates for tax and VAT. Foreign service providers shall have fulfilled their tax obligations in accordance with the law in the country where the service provider is established and they shall enclose certificates issued by the relevant authority in the service provider's home country. If the service provider's home country does not issued such documents or certificates, they can be replaced by a statement given under oath or assurance by the relevant person to the legal or administrative authority in the home country or current country of residence.

Service providers shall have fulfilled all the legal requirements in Norway in health, environment and safety (HSE) or will fulfil these upon award of contract for work carried out in Norway.

If a service provider will use other companies' capacity, independent of the legal character of the connection between them, the service provider shall document that they can use the necessary resources by enclosing a binding statement on this from these companies.

Service providers shall have good finances that ensure the viability in the short and long term. Finances will be assessed on the basis of solidity, liquidity and earning potential.

Overview of the most important deliveries or performed services for the last 3 years. The overview shall include, for each contract, the name of the awarding authority and contact person with a telephone number and e-mail address, a short description of the contract, the name of the service provider's personnel used in the contract, the contract's value in NOK excluding VAT and the date (from-to dates) of the contract.

Minste nivå(er) av standarder:
Service providers are required to have experience from equivalent contracts. Service providers must have experience in using IBM-Cognos and experience with Microsoft SQL server.
Service providers are required to have good capacity. Service providers must have a minimum of 5 consultants with each having experience in using IBM Cognos 10.
