Framework agreement for consultancy services Sharepoint

The Norwegian Defence Estates Agency, henceforth referred to as the Awarding Authority, requires support for development and adjustments to Sharepoint. In addition we need will establish a maintenance agreement with one of the suppliers.
The framework agreement for will include the following services:
— Supplier shall develop solution descriptions, estimates, configuration/development of functionality in the Sharepoint solution, including search, technical configuration, integration, test and project management.
— Assist in implementation/upgradeing to new Sharepoint versions
— Contractor shall provide counseling, advice and consultancy relating to the functionality and usability in SharePoint 2013 and any later versions of the agreement.
— Installation of software in our computer networks will normally be handled by our internal IT department, but it may be necessary for the supplier to have resources to give necessary training / support to the resources of the IT department to perform the installation.

It is, however, the vendor's responsibility to document relevant information through the description.
