Framework agreement for consultancy services

Harstad kommune

The purpose of the procurement is to enter into parallel contracts with suppliers for the provision of engineering consultancy services for architectural and engineering consultants within the following subjects:
— Fire,
— Electrical,
— Building/Construction management,
— Construction Automation,
— Process Automation,
— WHS,
— Architectural/Engineering Drawings,
— Development plan.
Award authority wants to enter into parallel contracts in each subject group to obtain greater security regarding availability. The service provider who is ranked number one in their subject group will be the one who, for each subject group procurement, will be given the option to accept the assignment.
The projects in this procurement comprises municipal buildings, construction and real estate in Harstad, and will initially be used within:
— Minor investment,
— Maintenance,
— Minor modifications/changes,
— General operations.
Major investments will be announced in specific tenders.
Skånland and Kvæfjord have an option to join the contracts, under the same conditions, within 3 months after signing the contract.

Harstad Municipality, c/o Operations and Development services, currently has a framework for consultancy services within the area of WHS. This includes Construction and Architecture, WHS, Electro and Process Control Systems. The projects that naturally fall into the above areas will therefore not be included in this agreement.
The agreement may include the following assignments:
— Project Management,
— Project Participation,
— General advice,
— Pilot projects for major investment projects,
— Engineering design of technical solutions/plans.
