Framework agreement for consultancy services for environmental and safety related projects

The Norwegian Maritime Directorate would like to enter into framework agreements on environmental and safety related projects. During the agreement period there may be consultancy assignments in the following service areas:
1. Socio-economic analyses and assessments.
2. Risk assessments and analyses.
3. Performance of Formal Safety Assesments in accordance with IMO guidance.
4. Investigation/analyses related to marine biology/chemistry - this may include sampling and analysis related to marine biological, microbiological and/or chemical issues related to shipping activities.
5. Studies/analyses relating to emissions to air and sea; emission factors - this can include analyses of NOx, SOx, CO2, soot, oil and the like from ships.
There may also be a need during the contract period for consultancy in other environmental and safety areas than those mentioned above, such as literature and literary studies related to any of the above topics.

Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Økonomisk og finansiell stilling:
No documentation is required. The Norwegian Maritime Directorate will obtain a credit reference from Dun & Bradstreet or equivalent. Contractor must achieve a minimum rating as 'A, credit worthy' or equivalent.
Minste nivå(er) av standarder:
The supplier must have adequate financial capacity and security to meet the contractual obligations.
Teknisk og faglig kapasitet:
o Overview of supplier's total workforce.
o Reference list of the supplier's most important deliveries in international and maritime safety and security work in the last three years relevant to this Framework Agreement with the client's name, contact information, the scope and duration of the assignment. It must be stated what was supplied and what role the supplier has had in the delivery. If a subcontractor is used for all or part of the delivery a corresponding reference list must be submitted for the subcontractor. The Norwegian Maritime Directorate reserves the right to contact the given references.

The supplier, as a business, shall have sufficient capacity, expertise and experience to fulfil their obligations under the Framework Agreement.
