The contract is divided into two independent competitions where the tenders will be evaluted in relation to the stated award criteria for each of the competitions. The awarded contracts will also make up separate units after the contracts have been signed and will be assessed for extensions separately.
Tenders can thus be given for one or several separate tenders divided between the stated competitions under the geographically stated areas that are listed below. Further divisions will not be accepted.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement)
(3) Company tax certificate (National requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
Economic and financial position requirements
- Tenderers shall have a good financial and economic position;
- Tenderers shall have the financial capacity to fulfil the contract.
Minste nivå(er) av standarder:
- Credit rating of the tenderer that is not older than 6 months calculated from when the deadline expires. The rating shall be carried out by a company with a credit information licence from the Data Inspectorate, see www.datatilsynet.no. The result of the credit rating shall be given as a graded value (letter or number) on a defined scale.

- Provision of the accounting figures from the last available annual accounts that show the tenderer's turnvoer. (Not necessary if the account's key figures are in the credit rating).
- Construction contractor - turnover requirements: Tenderers must document a turnover of at least 60000000 NOK in the last accounting years.
- Machine contractor - turnover requirements: Tenderers must document a turnover of at least 30000000 NOK in the last accounting year.
- NB! The requirements for turnover are per given tender part .I.e. If a tender is given for both construction and machine contractor services the requirement is a total turnover of 90000000 NOK per annum.
Teknisk og faglig kapasitet:
Technical and professional qualifications
Tenderers shall have the necessary capacity to fulfil the contract
- For machine/site services:
The mechanical equipment that the tenderer will use for this framework agreement shall be in good technical condition and it shall fulfil all the public requirements for the equipment.
- For construction contractor: (Painting, masonry, concrete and joinery services)
Tenderers (as a company) shall have good experience and competence for carrying out the works covered by this contract. As a part of this requirement tenderers are required to achieve local certification for the fields covered by the contract.
Minste nivå(er) av standarder:
- Overview of academic and professional qualifications for persons who will be responsible for the contract with Forsvarsbygg. See the tender documents part III point 3.2 for further information.
- List of 3 reference customers that can be contacted where the contract volume or turnover volume per accounting year is or has been greater is 5 000 000 NOK, not references older than 5 calender years.
- Central certification or documentation that shows that the tenderer will achieve local certification in development clas 2 for the following areas;
1. Responsible applicant for site, constructions and installations
2. Responsible executor for sites, constructions and installations
If necessary the tenderer can present documentation from sub contractors so that they jointly fulfil the requirements.
NB! As documentation of local certification a copy of previous certifications granted in the last 3 years or confirmation/proir certification from the municipality can be presented. Other documentation that is wanted to be presented ought to be clarified with the awarding authority before the deadline.
