Forsvarsbygg Innkjøpstjenester

The procurement is divided in 2 independent tender competitions where the tenders are evaluated in accordance with given contract award criteria for each competition. The awarded contracts will constitute separate units after signing the contracts and are subject to individual prolongation.
The tenderers are therefore invited to submit one or several separate tenders divided between the stated tender competitions under the geographical stated areas, as listed below. Further divisions are not accepted.
The following contractor services are subject to one or several tenders:
1. Building contractor: painting, flooring, masonry, concrete and carpentry services.
2. Machine/construction works services.

Beskrivelse av opsjoner: Option for 1+1 year prolongation, maximum total contract period is 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (National requirement).

(3) Company tax certificate (National requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

- The tenderer shall have good financial and economic position.

- The tenderer shall have sufficient economic capacity to meet the contractual obligations.

Teknisk og faglig kapasitet:

Requirement for technical and professional qualifications:

The tenderer must have necessary capacity to meet the contractual obligations.

- Machine/construction works services in particular:

- Mechanical equipment used by the tenderer in connection with this framework agreement shall be in technical good condition and shall meet all public requirements made for the individual equipment.

- Requirement particularly for building contractor: (painting, flooring, masonry, concrete and carpentry services).

The tenderer (as a company) shall have good experience and competence with execution of assignments included in this agreement. As a part of this requirement it is required that the tenderer is able to achieve local authorization for the areas included in the contract.

Minste nivå(er) av standarder:

- Overview of academicals and professional qualifications for the personnel responsible for the agreement, if any. Further information of this requirement is given in the tender documents' part III, point 3.2.

- List of 3 reference clients who may be contacted when contract value or turnover value per fiscal year are, or have been more than 5 000 000 NOK. The references shall not be older than 5 years.

- Central or local authorisation or documentation which substantiate that the tenderer will achieve necessary local authorisation in enterprise classification 2 for the following areas:

1. Liable applicant for works, structures and installations.

2. Liable contractor for works, structures and installations.

If required, the tenderer shall present documentation from sub-contractors substantiating they, that by cooperation, are able to comply with the requirements.

Note! Substantiating local authorisation, copies of previous authorisations issued during the previous 3 years, or verifications/ advanced authorisations from relevant municipality, shall be presented. It should be clarified by the Awarding Authority if appraisal of other documentation is requested.
