The Norwegian Defence Estates Agency invites service providers to submit tenders in a restricted tender competition without negotiations for the following services/project; Framework agreement contractor services for the Norwegian Defence Estate Agency, Rent, market area West location Bergen, Sogn og Fjordane and Stavanger.
The contract is divided into three independent competitions, where the applications will be evaluated according to the stated regime for each competition. The awarded contracts will also, after they have been signed, make up separate contract units and will assessed separately for extensions.
The 3 competitions are:
1. Bergen and Os municipality and Sogn og Fjordane – Construction services.
2. Bergen and Os municipality and Sogn og Fjordane – Ground works and machine services.
3. Stavanger – Construction services and ground works and machine services.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Value added tax certificate (National requirement).

(2) Company tax certificate (National requirement).

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

Service providers shall have a good financial and economic position.

Service providers shall have the financial capacity to fulfil the contract.

Minste nivå(er) av standarder:

A credit rating of the service provider, not older than six months calculated from when the deadline for receipt of tenders expires. The rating shall be carried out by a company with a credit information licence from the Norwegian Data Protection Authority, see www.datatilsynet.no

The result of the credit rating shall be given as a graded value (letter or number) on a defined scale.

a) Stavanger - construction contractor: Service providers must document a turnover of at least 45000000 NOK in the last accounting year.

b) Bergen/Os/Sogn og Fjordane - construction contractor: Service providers must document a turnover of at least 45000000 NOK in the last accounting year.

c) Bergen/Os/Sogn og Fjordane - machine/site: Service providers must document a turnover of at least 12000000 NOK in the last accounting year.

NB! It is sufficient if the account's key figures are in the credit rating. Otherwise the accounting figures from the last available annual accounts that show the service provider's turnover must be enclosed.

Teknisk og faglig kapasitet:

Service providers (as a company) shall have good experience and competence in the execution of works included in this contract: Special for service providers of ground works and machine services: Special for service providers of contractor services: Service providers shall achieve local certification. NB! With the exception of central certification requirement for painting services.

Minste nivå(er) av standarder:

1. Overview of academic and professional qualifications for the persons who will be responsible for any contract with the Norwegian Defence Estates Agency. I.e. the persons who shall be used as calculators at the service provider, and any commercial employees who shall administer the contract.

2. Description of at least two relevant reference contracts: See the qualification documents point 4.2 for a description of the requirements.

3. Service providers shall give an account of their available machines. An account shall be given of what machines will be available for this framework agreement. The account shall include; number, type and age of the machines.

4. The company itself or in cooperation with another company, personnel with certificates for clearing asbestos or equivalent must have certificates for constructing scaffolding above five metres or equivalent and for carrying out expert inspection of climbing scaffolding above three metres or equivalent. See the qualifications point 4.2 for further information on the documentation requirements.

5. Central certification or documentation that substantiates that local certification will be given in accordance with the Building and Planning Act. See the qualification documents point 4.2 for further information on the documentation requirements.
