A framework agreement shall be entered into with one service provider who shall meet the Agency for Public Management and eGovernment's (Difi), henceforth referred to as the Awarding Authority, requirement for consultancy services (support and assignments). This includes i.a writing texts regarding electronic trading and electronic invoicing and, adapting texts to a foreign general public.
Handle questions in relation to electronic trading in Norway from foreign countries. The agreement also includes facilitating study tours to Norway where the objective is to get a closer look at electronic trading. The Awarding Authorty will require assistance in relation to translation to English. The translation assignment may be managed by an agreement already entered into by the Awarding Authority. K01 Tax certificate:
Requirement: The tenderer shall have delivered tax statements and paid taxes and employers' national insurance contributions.
Documentation: Tax certificate. The certificate shall not be older than 6 months from deadline from receipt of applications for participation. Any arrears or other irregularities shall be substantiated. If the tenderer intends to employ sub-providers, relevant tax certificates for them as well, shall also be submitted.

K 02: VAT certificate:
Requirement: The tenderer shall have delivered VAT statements and paid VAT. Documentation: VAT certificate. The certificate shall not be older than 6 months from deadline from receipt of applications for participation. Any arrears or other irregularities shall be accounted for. If the tenderer intends to engage sub-providers, VAT certificates for them as well, shall also be submitted.

K 03: Company registration certificate.
Requirement: The tenderer shall be a legally established company.
Documentation:
Company registration certificate or equivalent documentation from the tenderer's country of origin.
K 04: HSE self declaration.
Requirement: The tenderer shall verify that the company involved works systematically with obligations related to health, safety and environmental legislation and that the internal control regulations are complied with.
Furthermore, the tenderer shall confirm that the company is legally established in accordance with prevailing taxes and working environment regulations in regards to the employees' professional and social rights. The tenderer shall also accept that the Awarding Authority has the right to examine and verify the company's HSE system.

Økonomisk og finansiell stilling:
K05 - Economy - Requirement: The tenderer shall have sufficient financial capacity to implement the assignment/comply with the contractual obligations (Good solidity or worthy of credit).
Documentation: Credit appraisal based on the most recent known accounting figures. The rating shall be conducted by a credit information company with permission to handle personal information
Teknisk og faglig kapasitet:
K06 Experience - Requirement: it is required that the tenderer has relevant experience from equivalent assignments.
Documentation: List of the tenderer's principal deliveries (3-5) the previous 3 years for the relevant competence areas required in this contract. A description of the assignments, their values, dates/duration as well as names of recipients
