Framework agreement concerning independent control

Forsvarsbygg

On the 1.1.2013 new regulations for the independent control of power were implemented. Such regulations are interpreted by the government, this means that the developer/builder is obliged to ensure that contracts are entered into with companies that shall perform inspections. Forsvarsbygg, hereafter referred to as the Awarding Authority, on the background of this is looking to enter into parallel framework agreements with various control entities to preform these checks/inspections. The framework agreement will cover all control areas that will from time to time be required by applicable laws and regulations, and any decision by the municipal authorities. Upon the announcement of the contract will the control assignments founded on by the Planning and Building Act, Chapter 24, and further described in detail in the building regulations Chapter 12. The checks/inspections will include both design and execution, and will applicable to the following areas:
Enterprise classification 1:
— The moisture protection of official approval for washing areas in homes,
— The air density in new homes.
Enterprise classification 2:
— Building Physics,
— Construction Safety,
— Geotechnics,
— Fire Safety.

Egnethet til å utøve yrkesvirksomheten:

1) Value added tax certificate (National requirement);

2) Company tax certificate (National requirement);

3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement);

Foreign suppliers must provide evidence that the company is legally registered in their home country. Norwegian suppliers need not provide any other documentation requirement beyond the submission of a tax and VAT certificate.

A credit rating of the supplier that is not older than 6 months from the deadline for the receipt of tenders. The assessment shall be issued by companies with a credit information concession from Datatilsynet, see www.datatilsynet.no. The result of the credit rating must be provided as a graded value (letters or numbers) against a defined scale.

If the supplier, in order to meet the requirements, according to the guarantees by other entities (eg. Parent) a corresponding credit rating must be submitted from this company. A legally binding confirmation by this company that they are jointly and solidarity for any liability under the contract.

Minste nivå(er) av standarder: The supplier shall be credit worthy.
Teknisk og faglig kapasitet:

The supplier (as a company) shall have sufficient competence to achieve the right to accept responsibility within the control areas covered by the framework agreement.

The supplier shall have a minimum or establish offices in the following places:

— Oslo area,

— Bergen area,

— Trondheim region.

The supplier shall have sufficient capacity.

Minste nivå(er) av standarder:

Documentation for the central authentication for all control areas. Suppliers who do not have central approval must demonstrate that they can achieve local authentication.

An overview of the geographic location of all of the suppliers offices where the assignment will be carried out.

A description of the total number of personnel the supplier will use for fulfillment of the contract.
