Framework agreement, assistance in socio-economic analyses

Direktoratet for forvaltning og IKT (Difi)

Agency for Public Management and eGovernment (Difi), henceforth referred to as the Awarding Authority, shall enter into parallel framework agreements with three service providers. The objective of the framework agreements is to cover the Awarding Authority's requirement for consultancy services (based on the assignment and consultancy agreement) related to implementation of socio-economic analyses. For further description of the procurement, see annex 1 - requirement specifications. The agreement period is two years with option for two years prolongation. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. K01 Tax certificate:
Requirement: The tenderer shall have delivered tax statements and paid taxes and employers' national insurance contributions.
Documentation: Tax certificate. The certificate shall not be older than 6 months from deadline for receipt of applications for participation. Any arrears or other irregularities shall be substantiated. If the tenderer intends to employ sub-providers, relevant tax certificates for them, shall also be submitted.

K 02: VAT certificate:
Requirement: The tenderer shall have delivered VAT statements and paid VAT. Documentation: VAT certificate. The certificate shall not be older than 6 months from deadline for receipt of applications for participation. Any arrears or other irregularities shall be accounted for. If the tenderer intends to engage sub-providers, VAT certificates for them, shall also be submitted.

K 03: Company registration certificate.
Requirement: The tenderer shall be a legally established company.
Documentation:
Company registration certificate or equivalent documentation from the tenderer's country of origin.
K 04: HSE self declaration.
Requirement: The tenderer shall verify that the company works systematically with obligations related to health, safety and environmental legislation and that the internal control regulations are complied with.
Furthermore, the tenderer shall confirm that the company is legally established in accordance with prevailing taxes and working environment regulations in regards to the employees' professional and social rights. The tenderer shall also accept that the Awarding Authority has the right to examine and verify the company's HSE system.

Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial capacity to implement the assignment/comply with the contractual obligations (Good solidity or worthy of credit). Documentation: Credit appraisal/rating from an approved credit rating agency. The appraisal/rating shall not be older than six months

Teknisk og faglig kapasitet:
The tenderer shall have good experience in implementation of socio-economic analyses. Documentation: A list of the most relevant assignments related to socio-economic analyses implemented the previous 3.
