Framework agreement, advertising agency services Keno and Nabolaget

Norsk Tipping AS

Presently, Norsk Tipping, henceforth referred to as the Awarding Authority, procures advertising services from several providers. This tender notice involves advertising services for the delivery areas specified below. Tenderers are allowed to submit tenders for one or several delivery areas.
The Awarding Authority requires advertising services for the following two delivery areas:
— Delivery area 1: Keno.
— Keno is a daily number game with fixed odds. The players may chose stakes and how many numbers they chose to involve in the game. Internet and mobile telephones are vital delivery channels for the Keno players. The drawings are published every evening on norsk-tipping.no.
— Delivery area 2: Nabolaget.
— Nabolaget is a new game introduced by the Awarding Authority.
The game is based on geographical location with a simple kind of participation. The game shall be launched as a new branded product and shall assure recognition in the Norwegian market. Participation in the game is through subcribtion and other distribution channels.
The procurement shall result in agreements with travel agencies for each of the delivery areas. The travel agencies shall conduct agreed upon assignment for one or several of the following assignments:
— Development of concepts, campaigns, profiling marketing and design in accordance with approved schemes and budgets.
— Developing channel adapted communication systems.
— Preparing activities and campaigns particularly adapted the games' target groups and relevant channels.
— Providing assistance in the strategic works related to the branded products.
— Provide services related to graphical services in connection with design of coupons/product cards, etc.
— Development of communication concepts in various media in relation to recruitment of customers, content in the customer's dialogue scheme and general dialogue with customers.
2. Communication schemes towards customers, including:
— Development of communication schemes in various media in relation to i.a. appreciation services (prize award notifications, reminders, subscription services, player cards' services, etc), various customer schemes and services in relation to some games.
Moreover, the Awarding Authority shall have option to engage selected providers to advertising services related to new games, game schemes and services not yet included in the Awarding Authority's product portfolio
