Norsk Tipping AS

Presently, Norsk Tipping, henceforth referred to as the Awarding Authority, procures advertising services from several providers. This tender notice involves advertising services for the delivery areas specified below. Tenderers are allowed to submit tenders for one or several delivery areas.
The Awarding Authority requires advertising services for the following two delivery areas:
— Delivery area 1: Keno.
— Keno is a daily number game with fixed odds. The players may chose stakes and how many numbers they chose to involve in the game. Internet and mobile telephones are vital delivery channels for the Keno players. The drawings are published every evening on norsk-tipping.no.
— Delivery area 2: Nabolaget.
— Nabolaget is a new game introduced by the Awarding Authority.
The game is based on geographical location with a simple kind of participation. The game shall be launched as a new branded product and shall assure recognition in the Norwegian market. Participation in the game is through subcribtion and other distribution channels.
The procurement shall result in agreements with travel agencies for each of the delivery areas. The travel agencies shall conduct agreed upon assignment for one or several of the following assignments:
— Development of concepts, campaigns, profiling marketing and design in accordance with approved schemes and budgets.
— Developing channel adapted communication systems.
— Preparing activities and campaigns particularly adapted the games' target groups and relevant channels.
— Providing assistance in the strategic works related to the branded products.
— Provide services related to graphical services in connection with design of coupons/product cards, etc.
— Development of communication concepts in various media in relation to recruitment of customers, content in the customer's dialogue scheme and general dialogue with customers.
2. Communication schemes towards customers, including:
— Development of communication schemes in various media in relation to i.a. appreciation services (prize award notifications, reminders, subscription services, player cards' services, etc), various customer schemes and services in relation to some games.
Moreover, the Awarding Authority shall have option to engage selected providers to advertising services related to new games, game schemes and services not yet included in the Awarding Authority's product portfolio

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
— Profit and loss accounting and balance sheets with notes, as well as annual reports and the auditor‘s reports for the previous 2 years. The Awarding Authority also requires cash flow arrangements for companies obliged to this.
— Credit appraisal/rating, not older than deadline for invitation to tender.
— The most recent partial annual accounts with balance sheets for the existing year, unless it is more than 6 months from the latest annual accounts.
— Any other information with relevance to the company's accounting figures.
Minste nivå(er) av standarder: The tenderer shall have sufficient financial capacity.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
— Brief presentation of the company which describes the vision, business idea, business domain and competence in branding.
— Brief description of organisation (including organization plan), company type and ownership structure.
— Overview of the tenderer's total available manpower and capacity divided in all types of functions at the company's disposal (the overview shall indicate total manpower/capacity per function).
— Overview of the tenderer's existing customer portfolio.
— Description of the company's most principal, relevant deliveries, during the previous 2 years. The description shall contain information of value, scope and recipient.
— Documentation substantiating that all produced materials are available in Norwegian.
— Documentation substantiating that the supplier systematically follows up security and quality, including management of security incidents and variances.
Minste nivå(er) av standarder:
— The tenderer shall be an established company within the areas requested.
— The tenderer shall have considerable experience and capacity to provide a major requirement for advertising agency services.
— The tenderer shall be able to provide all documentation in Norwegian.
— The tenderer shall have sufficient systems and routines for systematically following up of security and quality.
