Framework agreement, access control and entrance telephony system with accompanying services

The framework agreement period is 4 years. For equipment delivered against the framework agreement, a 10 years maintenance agreement will be entered into.
The main cause for entering into a 10 year maintenance agreement is that it is considered most cost-effective if the equipment supplier also provides service and maintenance. The systems have a technical life span estimated to minimum 10 years and it is therefore necessary with sufficient access to services during this period. It is likely that it will be complicated and result in major costs if the maintenance is to be subject to additional competitive tendering and taken over by a different company.
In general the framework agreement includes purchase of hardware, software and services in connection with establishment of:
- Standardised access control system.
- Standardised entrance telephony system.
- Training of relevant personnel and local administrators.
- Training in administration of access cards.
The framework agreement also includes a maintenance and service agreement for the services included in the framework agreement with selected supplier.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

The company's three last annual accounts including notes, the board's and the auditor's reports as well as the latest information with relevance to the company's accounting figures and

Credit appraisal/rating, not older than 1 year, which shall be based on the most recent known accounting figures. The rating shall be carried out by a publicly approved credit rating agency. The Awarding Authority reserves the right to obtain separate credit appraisals.

Minste nivå(er) av standarder:

- The tenderer shall have sufficient capacity to conduct the assignment/comply with contractual obligations.

Teknisk og faglig kapasitet:

List of the company's principal deliveries or services conducted the previous 3 years, including information of values, dates, as well as names of public or private recipients. If it was services to public awarding authorities, they shall be documented by certificates issued or confirmed by the relevant authority. If it was services to private companies, the certificates shall be issued or confirmed by them. A statement from the supplier can be accepted if such certificates are not applicable.

— Statement of the supplier's average work force and number of employees in the administration during the previous 3 years. The Awarding Authority requests an overview of the company's employees and how these are divided.

— Certificate of the company's quality assurance system issued by independent bodies which confirm that the supplier complies with certain quality assurance standards, e.g. ISO 9001:2002.

Instead of certificate, the Awarding Authority accepts documentation of equivalent quality assurance measures. The Awarding Authority requests information of name of the system and table of contents or statement of how the system is put in to practical use.

— Statement of the existing routines or valid certificate from a third-party verified system (e.g. Eco-Lighthouse, ISO 14001, EMAS - Eco-Management and Audit Scheme).

Minste nivå(er) av standarder:

— Good experience from corresponding assignments is required.

— Sufficient capacity for implementation of the delivery is required.

— A good and efficient quality assurance system is required.

— The supplier shall substantiate existing routines for implementation of the assignment in an environmental reliable manner.
