Financial agent for establishing a multi-donor fund in Somalia. Assistance to the Somali Treasury

Last fall, Somalia entered into a new internationally recognized government which marked the end of a long transition period. This along with the peaceful conditions in the capital provides a new and more positive framework for international assistance. The national government, however, has very limited tax revenues. It is important that the new government quickly receive financial and technical assistance, so as to ensure the continued stabilization of the political, security and humanitarian situation.
In this context, Norway has undertaken to establish a multi-donor trust fund (donor financing facility) that will function until the World Bank establishes a similar. Ministry of foreign affairs will therefore sign a contract with a financial agent to establish such a fund. In addition, the financial agent is to assist in building a modern and functional financial ministry in Somalia, with an emphasis on the management of the public revenue. The execution of the contract will require the presence in Mogadishu throughout the assignment. For more information on the assignment and competition please refer to the qualification documents. Begrunnelse for hurtigprosedyre:

The use of an accelerated procedure is laid down in the Norwegian Public Procurement Regulations § 19-5. An accelerated procedure has been selected because of the humanitarian and political situation in Somalia. The new Somali government will find it difficult to earn income without such a multi-donor trust fund being established. It is important that the new government quickly receive financial and technical assistance, to ensure continued stabilization of the political, security and humanitarian situation within the country.
