External quality assurer - National programme for secure digital post for inhabitants

The government's digitalisation programme "På nett med innbyggerne" (Online with inhabitants) (April 2012) states that the administration's communication with inhabitants and businesses shall as a main rule be digital and future digital services are to be established on a joint platform.
The joint platform is a digital infrastructure that consists of some joint components that various parts of the administration need, such as the ID-gate, the components in Altinn, a secure digital post box and public registers that support the digital administration. It has now been politically decided that there shall be a competition for the delivery of post to inhabitants, see the press release. One reason for this decision was the Difi report 2012:10, where several alternative concepts for systems were assessed.
Difi will have a central role in preparing and establishing the joint digital platform for communication between the administration and inhabitants/businesses.
At first Difi's effort in this area will focus on establishing a system that the administration can use for sending post to the inhabitant's secure post box.
Difi has started working on realising the decision on a secure digital post box service. The assignments are organised in a programme with a programme secretariat and for the time being three projects. The programme has been moved out of the line organisation in Difi, where the director in Difi is the programme owner. It is managed by a programme director who has the professional responsibility to implement the programme.
The contract involves procuring consultancy services that shall externally quality assure the programme. The programme is one of Difi's most important assignments. When managing the programme Difi has a need for an external quality assurer that can help ensure that the programme reaches its targets of fixed date, cost and quality. In addition to being the programme owner's external quality assurer, it is expected that the consultancy services shall be a support for the programme director in his fulfilment of the assignment.
The consultancy services will take place in the period April 2013 to December 2014.
