Extension and adaptation of the existing CRM system National Mapping Authority

From December 2011 the Mapping Authority has adopted the MS Dynamics CRM 2011 for customer management by parts of the organization. We now wish that more people within the Authority shall take the system into use. A common CRM system will help improve interaction between units within the Mapping Authority and enhance service to the Authority's external users.
In this procurement, a contract shall be entered into with one supplier of consultancy services for the development/adaptation of existing systems, together with training/education and consultancy. In addition, a support and maintenance agreement for MS Dynamics CRM 2011 will be entered into.
When it is desired to call off services under the framework agreement, either the adaptation agreement or services agreement shall be used as a call-off contract.
It is estimated that in 2013 there will be call-off for approx. 500 000 NOK under the contract, including service and maintenance. The estimate is not binding.
More information about the purpose and scope of the contract is included within the Specification of requirements, Appendix 1 to the Framework agreement and maintenance agreement.

Beskrivelse av opsjoner:
The contract period is two years counted from when the agreement is signed by both parties, with an option to extend the agreement on the same terms by 1 + 1 year so that the total possible contract length is 4 years.
Any extension of the contract must be exercised no later than 3 months before the contract expires.

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— Credit appraisal/rating from an approved credit rating agency, not older than 6 months must accompany the tender.

The supplier shall have the financial capacity to complete the assignment / contract.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
The supplier must submit a list of the 3 most important relevant contracts the past 3 years, including details of values, dates and recipients.
A written reference from the 3 aforementioned deliverables issued or confirmed by the award authority shall be enclosed with an associated contact person.
A description of the technical staff or technical devices the service provider can use to fulfil the contract, whether they belong to the company or not.
Statement of supplier's quality assurance/control system.
A copy of the system certificate issued by an accredited certification body or equivalent documentation must be submitted.

The supplier shall have extensive experience in similar assignments.
The supplier shall have very good ability and capacity.
A good and well functioning quality management system is required for services to be provided.
