The main aim of the evaluation is to produce a basis for assessing the need for reforms of the local church organisation. The need for reform must be considered in relation to that of § 1 in the Church Law, which is formulated as the purpose of the legislation, "... to facilitate the active involvement and a continuous renewal of the Evangelical Lutheran church in Norway."
