Evaluation of Norfund — Norwegian Investment Fund for Developing Countries
This procurement covers services for conducting an evaluation of the Norwegian Investment Fund for Developing Countries (Norfund). The evaluation will be conducted in accordance with the prevailing DAC OECD Evaluation Quality Standards and use criteria of — relevance, effectiveness, efficiency and sustainability.
The evaluation shall include a desk review of Norfund's strategy, policies, processes, methods and tools to assess commercial and social viability of projects, exercise of active-ownership, risk assessment of partners, including a review of the board process, investment project cycle, cost structure and monitoring and evaluation systems for gathering, and managing data, quality control, data analysis of developmental outcomes of the investments.
In addition the evaluations shall review Norfund's investment project portfolio and undertake field work for a sample of case studies to provide insight into the effectiveness, efficiency and sustainability of Norfund operations in promoting growth of sustainable enterprises in developing countries
The evaluation team will make use of secondary and primary data which will be analysed using suitably defined qualitative and quantitative indicators. Responsibility for data collections and deliverables shall rest with the tenderer. The evaluation shall cover the time period 2006-2013.
