Evaluation of loans and guarantee arrangements that Innovation Norway administers

The department of Trade and Industry and the Ministry of Local Government and Regional Development requests to enter into an agreement for the evaluation of loans and guarantee arrangements that Innovation Norway administers for the department of Trade and Industry and county authorities. This includes the agreements that are administered in an effective method and an analysis of the need for the agreements.
The loan arrangements that Innovation Norway administers accounts for a large portion of the funding that Innovation Norway provides. The Authority has not been evaluated recently, beyond the evaluation of Innovation Norway's handling of the packages of measures during financial turmoil. Good administrative practices dictates that these loan agreements should be given a complete evaluation with emphasis on the agreements contribution to the company's effectiveness.
The detailed review will lay the foundation for the department of Trade and Industry and the county authorities further development of loan and guarantee arrangements that Innovation Norway administer and look closer at the needs of industry and commerce need for such arrangements.
For a more detailed description of the delivery see Appendix 1 to the contract (specifications).
The consultant shall deliver a start up report. Final report for the evaluation shall be completed within 2 December 2013.

Required qualifications:
- Sufficient economic and financial capacity to complete the delivery, which includes that the supplier is credit-worthy against the requirements for guarantee will be sufficient.
Documentation requirement:
- Credit appraisal/rating that includes key figures from a recognized credit rating agency or another type of documentation that the requirements are met.

Required qualifications:
- The supplier must be able to demonstrate at least 3 deliveries from the past 3 years that are relevant to this assignment. The relevance refers to the evaluational of public funding agreements, including evaluations of the agreement's risk profile and socioeconomic profitability estimations.

- Suppliers must have sufficient capacity to carry out the assignment.
Documentation requirement:
- A Reference list from the supplier of three relevant deliveries from the past 3 years. The reference list shall contain the Awarding Authority's name and a reference/contact person. Furthermore, the reference list shall specify and include the scope of the delivery and it is also desired that that value of the contract is included. It must also be stated what was actually delivered and what role the supplier had with the delivery and any collaborating partners / subcontractors.
