Establishment of nationwide seed corn fund - consultancy and fund administration environment

Innovasjon Norge administers the government's capital contributions in three seed corn fund schemes. The government has contributed with loan capital to 15 seed corn funds that all are privately owned and run. The new scheme - up to six funds with a total capital of 3000000000 NOK - is a supplementary scheme and represents a unique tool in business development as it ensures active owner competence, experience, network and engagement from private businesses.
The government will participate with - for all of the six new funds - up to 1500000000 NOK in equity and private investors with the equivalent. This will mean a total capital supply of approx. 3000000000 NOK for the administration of new seed corn funds. When discussing the revised national budget for 2012, the Norwegian parliament granted resources for the establishment of the two first funds.
Innovasjon Norge shall administer the government's interests in the new scheme and has been given the task of establishing these two new nationwide seed corn funds by the Ministry of Trade and Industry.
The long term objective of the nationwide seed corn capital scheme is to support the establishment of innovative, international competitive growth companies in the early phase over the entire country and thereby create growth and competence based work places. This shall be done by increasing access to competent capital and competence to build up and further develop good administration environments. Innovasjon Norge would like to find a consultancy environemnt for each of the two funds granted government capital. This means that the preferred consultancy candidate will be given a mandate to obtain the capital from private investors with the aim of establishing the seed corn fund.
