EØS 011-2013 Renovation of water pipes, NoDig

Bergen municipality, henceforth referred to as the Awarding Authority, has approx. 900 km water pipes. The Awarding Authority aims at annual renovation of 9 km of these pipes and that minimum 50% of the renovation shall be executed with NoDig. This contract involves parallel framework agreements for execution of NoDig of water pipes, other methods.
The relevant acknowledged methods are (pipes from diameter 50 to 1 000 mm):
1. Internal coating.
2. Cured In Place Pipes (CIPP).
3. Close-fit slip Lining.
There may be various products/methods approved by the drinking water authorities. The agreement is to be divided in these 3 method areas and miniature tender competitions between the suppliers for the relevant method area for each project will be implemented. Miniature tender competitions may also be held for selection of a supplier who can execute urgent jobs within a certain period.
Where the Awarding Authority has not yet decided which method is to be used for each relevant assignment, miniature tender competition involving all suppliers will be held. In such cases, the suppliers shall offer potential alternative methods that are not a part of the framework agreement's areas, in addition to existing method areas.
Even though NoDig methods mainly are to be used, the supplier must expect to execute some accompanying traditional open-cut excavation works and plumbing.
The Awarding Authority shall enter into contracts with minimum 3 suppliers for each area, providing that a sufficient number of suitable tenders and suppliers are obtainable.
The framework agreement period is 2 years from signing of the contract. With an option for the Awarding Authority to prolong the agreement with maximum 2 years. The Awarding Authority has an ongoing agreement for NoDig for water and sewage. The existing agreement includes the following methods:
- Pipe-bursting and stocking coating for sewage with local excavation works.
- Pipe-bursting for water pipes with local excavation works.
These execution methods are not included in the tender cometition.
