EØS 011-2013 Renovation of water pipes, NoDig

Bergen kommune

Bergen municipality, henceforth referred to as the Awarding Authority, has approx. 900 km water pipes. The Awarding Authority aims at annual renovation of 9 km of these pipes and that minimum 50% of the renovation shall be executed with NoDig. This contract involves parallel framework agreements for execution of NoDig of water pipes, other methods.
The relevant acknowledged methods are (pipes from diameter 50 to 1 000 mm):
1. Internal coating.
2. Cured In Place Pipes (CIPP).
3. Close-fit slip Lining.
There may be various products/methods approved by the drinking water authorities. The agreement is to be divided in these 3 method areas and miniature tender competitions between the suppliers for the relevant method area for each project will be implemented. Miniature tender competitions may also be held for selection of a supplier who can execute urgent jobs within a certain period.
Where the Awarding Authority has not yet decided which method is to be used for each relevant assignment, miniature tender competition involving all suppliers will be held. In such cases, the suppliers shall offer potential alternative methods that are not a part of the framework agreement's areas, in addition to existing method areas.
Even though NoDig methods mainly are to be used, the supplier must expect to execute some accompanying traditional open-cut excavation works and plumbing.
The Awarding Authority shall enter into contracts with minimum 3 suppliers for each area, providing that a sufficient number of suitable tenders and suppliers are obtainable.
The framework agreement period is 2 years from signing of the contract. With an option for the Awarding Authority to prolong the agreement with maximum 2 years. The Awarding Authority has an ongoing agreement for NoDig for water and sewage. The existing agreement includes the following methods:
- Pipe-bursting and stocking coating for sewage with local excavation works.
- Pipe-bursting for water pipes with local excavation works.
These execution methods are not included in the tender cometition.

The tenderer must have solid economic and financial strength in relation to the activity in general and in relation to the nature of this contract. Rating “satisfactory” is required for two of the following criteria: Liquidity, profitability and solidity. In accordance with ProffForvalt's rating.

- Alternative 1: The Awarding Authority shall obtain the above requested information from ProffForvalt credit Information Company. This information is therefore unnecessary to submit (all companies submitting accounts to the Brønnøysund Register Centre are registered in the ProffForvalt system).

- Alternative 2: If the above listed information is unattainable from the stated credit information company, the tenderer is requested to submit credit rating reports from equivalent credit rating agencies (Dun & Bradstreet, Lindorff Decision, Creditinform or equivalent).

Teknisk og faglig kapasitet:
(1) A statement of the quality assurance/quality control system operated by the company.

The tenderer shall have sufficient technical and professional qualifications to implement the assignment.
1. Description of the tenderer's technical personnel and technical units relevant for the implementation of the contract, whether they work directly for the tenderer or not. Special description on personell responsible for quality controll.
2. The tenderer shall have authorizations as “Responsible contractor” in enterprise class 3 for the relevant approval areas (paramount responsibility for execution -buildings, works or structures, technical installations and/or sanitary, heating and extinguishing installations), or substantiate that local approval will be obtainable.

3. The Awarding Authority also requires 2 verified qualifications/references for execution of equivalent works related to each of the relevant method areas (cf. point 1.4) in which the tenderer wishes to qualify. (E.g. A tenderer who wishes to qualify for the method areas 1 and 3 must submit 3 references for each of the two areas - six references in total).

- Alternative 1: Completed certificate template (see Annex B).
- Alternative 2: References shall be given in accordance with the tenderer's requested layout, but must be suitable for substantiating the fulfilment of the qualification requirement. The references must as a minimum include:
o An adequate description of the reference assignment where the methods are clearly stated.
o Value of the assignment.
o Date.
o Name of the recipient.
o Reference person.
o The reference person's position and function in relation to the assignment.
o Name, telephone no., and e-mail address of the reference person.
Systems and routines are required, which ensure low environmental impact in relation to execution of the contract.
Documentation shall be given in one of the following manners:
Alternative 1: Description of the tenderer's routines and systems related to waste management, transport and management of chemicals.
Alternative 2: If the routines are described in the tenderer's quality and environmental management system in accordance with ISO 14001 or equivalent systems verified by third parties, certificates thereof shall be presented.
