Environmental toxins in terrestrial and urban environments

Background for the programme:
"Environmental contaminants in terrestrial and urban ecosystems" aims to measure levels of environmental contaminants and the degree of biomagnification in terrestrial food webs, in order to assess the exposure and potential effects of contaminants in wild life in urban areas. The results shall be used for national and international regulation of environmental contaminants. Besides screening studies, this is the first time that the Climate and Pollution Agency measures environmental contaminants in terrestrial wild life. The program is therefore coordinated with the Directorate for Nature Management's terrestrial monitoring program (TOV) that measures population dynamics linked to environmental factors such as climate and pollution.
This notice involves sampling, analyses and reporting.
The aim of the investigation:
"Environmental contaminants in terrestrial and urban ecosystems" aims to provide information on the levels and accumulation of environmental contaminants in terrestrial and urban ecosystems. The data will be used to assess the exposure and potential effects of contaminants in wild life in urban areas. The results shall be used for national and international regulation of environmental contaminants.
The program has the following aims:
1. Report the concentration of environmental toxins in several levels of the terrestrial food chain.
2. Assess the degree of accumulation of environmental contaminants in terrestrial and urban ecosystems.
3. Assess how urban wild life is exposed to various types of environmental contaminants.
4. Assess the total load and possible cocktail effect of environmental contaminants in urban wild life.

Beskrivelse av opsjoner:
Option 1 - Siloxanes and chlorinated paraffins in golden eagles and rats.
If option 1 is put into action, blood samples from golden eagles and liver samples from rats shall be analyzed for siloxanes and chlorinated paraffins. The findings is to be reported in the annual report and put in context with the other findings in the main program.

Option 2 - PFC in golden eagles and rats.
If option 2 is put into action, blood samples from golden eagles and liver samples from rats shall be analyzed for selected PFC (N-EtFOSA, N-Et-FOSE, N-MeFOSE, Et-FOSA, NMeFOSA, N-MeFOSEA). The findings is to be reported in the annual report and put in context with the other findings in the main program.

Option 3 - Sampling of extra liver and blood samples from rats.
If option 3 is put into action, extra liver and blood samples shall be obtained from rats (15 individuals) for use in the Climate and Pollution Agency's screening studies and/or the Norwegian Environmental Specimen Bank.

Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Credit rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
If sub suppliers are used, the tenderer shall enclose a binding statement that confirms that the tenderer can use the sub supplier's capacity.

Teknisk og faglig kapasitet:
(1) A statement of the company's health, environment and safety policy
(2) A statement of the quality assurance/quality control system operated by the company.
(3) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
(4) Other documentation required (please state below).
A short and general description shall be given of the company. This is to include an account of the company's business idea and core activity related to the delivery, an overview of the company's history and a descriptino of the curent company.
A short description of the tenderer's quality assurance system is to be enclosed. The description must include which methods/standards the system is built on and which quality certificates the company has. Max. one A4 page.
— Tenderers shall be accredited by Norsk Akkreditering or another national accreditation body that has signed the multilateral contracts within European Accreditation (EA) and/or International Laboratory Accreditation Cooperation (ILAC) for accreditation of laboratories for ISO/IEC 17025.
