The project includes engineering design and construction of Vestby lower secondary school, a new 6 parallel school for approx. 580 students. The total area is approx. 5 990 m. The contract also includes construction of associated outdoor areas. The Awarding Authority has engaged an engineering design group (PG) for all engineering design. The engineering design group has prepared a draft and preliminary project. The detailed engineering design remains and this is subject to transfer to the property developer when contract is entered into.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
The tenderer shall present a HSE self-declaration.
The tenderer shall be a legally established company.
Økonomisk og finansiell stilling:
The company's annual accounts for the previous 2 years, including the board's and auditor's reports.
Credit appraisal/rating not older than 6 months. The appraisal/rating shall be based on the most recent known accounting figures and be conducted by an approved credit rating agency.
Minste nivå(er) av standarder: The tenderer shall have sufficient financial capacity to implement the contract.
Teknisk og faglig kapasitet:
Description of the tenderer's capacity and resources.
Statement from the tenderer verifying that the tenderer has the necessary resources and capacity to implement the assignment in accordance with the progress schedule stated in point 1.5.1).
Production plan/progress plan for the assignment.
CVs for the proposed project manager, engineering design manager, construction site manager, employees responsible for quality assurance and Safety, health and work environment. The CVs shall contain the following information:
1. Education, courses for the relevant discipline.
2. Experience from corresponding projects with statement of the implementation model/contract practice, extent and complexity as well as function in the project.
3. Personal references from minimum 3 previous awarding authorities, with statement of names, e-mail addresses and telephone numbers.
Overview and brief description of the principal assignments for the previous 5 years, including information of:
— Type of project.
— Gross area.
— The contract value.
— Date.
— Contract practise.
— The awarding authority (name, telephone number and e-mail address).
Written attestation from minimum 3 awarding authorities.
Description and documentation of the tenderer's quality assurance system or copy of system certificate issued by accredited certification bodies, or equivalent documentation.
Documentation that the tenderer has an environmental management system such as ISO 14001, EMAS - Eco-Management and Audit Scheme, Eco Lighthouse or equivalent, or can substantiate that an environmental management system is to be implemented during the contract period. Documentation of central or local approval for right to accept liability or documentation verifying that local approval is achievable.

Minste nivå(er) av standarder:
Sufficient capacity and resources for implementation of the assignment are required.
It is required that the tenderer has sufficient implementation ability and competence to conduct the assignment.
The property developer's project manager and engineering design manager shall have experience with school buildings.
Experience from corresponding assignments the previous 5 years is required.
It is required that the tenderer has an established quality assurance system which complies with the requirement given in NS EN ISO 9001.
It is required that the tenderer has an efficient environmental management system or that such system is implemented during the contract period.
It is required that the tenderer has central approval for right to accept liability in enterprise classification 3 for SØK, PRO and UTF, or is able to substantiate that such approval will be given locally.
