Oslo kommune v/Boligbygg Oslo KF

Municipal Undertaking for Social Housing, Oslo municipality, henceforth referred to as the Awarding Authority, is planning to execute reconstruction/replacement of 10-15 lifts (located on various addresses). The contract is to be executed during the next 3-4 years. In connection with this, the Awarding Authority wishes to engage a service provider with lift engineering competence. The contract includes consultancy services such as:
— Engineering design and construction management in connection with reconstruction and replacement of lifts.
— Following up framework agreements related to lift services, including control of invoices, meetings with suppliers, entering into new service agreements, etc.
— Condition evaluation.
The contract also includes general consultancy assignments as well as other assignments included in this type of services. — The service provider shall have sufficient financial capacity to conduct the assignment/meet the contractual terms.
Documentation requirements:
— The company's most recent annual accounts including notes, the board's and the auditor's reports as well as the latest information with relevance to the company's accounting figures.
— Liability insurance certificates.
— The Awarding Authority obtains credit appraisal of the service providers.

— Very good implementation ability is required.
Documentation requirement:
— A brief and principal description of the company, organisation and core competence related to this contract.
— If sub-providers are involved, this shall be described and documentation verifying that the tenderer has access to relevant human resources. This shall be documented by presenting a statement of liability or an agreement on co-operation. Tax and VAT certificates, as well as HSE self-declaration for sub-providers, if any, shall be submitted. The Awarding Authority shall in any case relate to one provider, only. The main provider will have equal liability for the sub-suppliers' services as his own.

— The provider must substantiate competence equivalent to central approval for right to accept responsibility enterprise classification for SØK, PRO, KPR and KUT (buildings, facilities or structures, technical installations). This shall be substantiated by presenting central approval for right to accept responsibility enterprise classification 2 or documentation showing that the service provider holds necessary qualifications for obtaining local approval in this enterprise classification.

— The service provider (as a company) shall have good experience from corresponding assignments.
The tenderer is asked to give an account of the company's relevant experience from corresponding assignment. An overview of works executed the previous 3 years shall be given. The overview shall have relevance to the requested service, including value, date and awarding authority. Only projects with relevance to this procurement shall be included in the overview. Annex 7 may be used.

— Overview of the service provider's organisation and manpower. If sub-providers are engaged in implementation of the assignment, the attached statement of liability (annex 5) shall be signed.
