EEA 055-2013 Veterinary duty services

Bergen kommune

The municipality is responsible for organising a clinical veterinary duty scheme. The scheme with duty vets is established pursuant to the Act dated 15.6.2001 no. 75 on vets and other animal health personnel § 3a.
The veterinary duty scheme shall ensure that a clinical duty scheme under municipal/intermunicipal ownership is established for vets in all parts of the country so that necessary veterinary help can be obtained outside ordinary working hours. The veterinary duty scheme is a necessary part of the stand-by against infectious animal diseases and it is important for maintaining good animal welfare.
160 duty districts have been established, and in addition five duties in 'areas close to towns'.
This contract is for the provision of veterinary duty services in the duty district Bergen south.
Each duty area shall normally be manned by one vet. The municipality shall set up a duty list for at least one calendar month.
When the contract is signed, the following guiding duty periods and manpower for these are to be established, which will form the basis for calculating the distribution of resources:
Weekdays, evenings: 16:00-22:00
Weekdays, mornings: 06:00-08:00
Saturdays, Sundays, bank holidays, day and evening: 06:00-22:00
Every day, nights: 22:00-06:00.
The duty areas shall normally be manned by one vet per duty in each duty area in periods 1-3, whilst reduced manpower can occur in period 4.
In the periods January-February and May-October there is a joint duty scheme 22:00-06:00 for the Bergen south and north duty districts.
The price for the duty scheme is fixed, see annex 3.

Requirement: Service providers shall have their
tax payments in order. Documentation: Tax certificate, issued by the tax office, or tax collection office (form RF-1244). The tax certificate shall not be issued more than six months before the deadline for receipt of tenders. Foreign service providers shall enclose a certificate from equivalent authorities in the country where they are registered for tax. If the authorities in the relevant country do not issue such certificates, the service provider must enclose a self-declaration on whether there are any tax arrears and their size. The self-declaration must be signed.
VAT payments in order. Documentation: VAT certificate, issued by the tax office, or tax collection office (form RF-1244). The tax certificate shall not be issued more than six months before the deadline for receipt of tenders. Foreign service providers shall enclose a certificate from equivalent authorities in the country where they are registered for tax. If the authorities in the relevant country do not issue such certificates, the service provider must enclose a self-declaration on whether there are any VAT arrears and their size. The self-declaration must be signed.
Requirement: Service providers shall be a legally established company. Documentation: Company registration certificate, not issued more than six months before the deadline for receipt of tenders. Confirmation of registration in a trade register or company register as described in the law in the country where the service provider is established (for foreign service providers).

Requirement: Fulfilment of HSE rules. Service providers that shall carry out work in Norway must fulfil the requirements for health, environment and safety stipulated by the Norwegian authorities. Documentation: Annex 2 - HSE self-declaration is to be filled in. The declaration shall not be issed more than six months before the deadline for receipt of tenders.
