Requirement: Service providers shall have their tax payments in order.

Documentation:

Tax certificate, issued by the Tax Office or Tax Collection Office (form RF-1244). The tax certificate shall not be issued more than 6 months before the deadline for receipt of tenders.

Foreign service providers shall enclose a certificate from equivalent authorities in the country in which they are registered as liable for tax.

If the authorities in the relevant country do not issue such certificates, the service provider must enclose a self-declaration on any tax arrears and their amount. The self-declaration must be signed.

Requirement: Service providers shall have their VAT payments in order.

VAT certificate (certificate for paid VAT issued by the Tax Office or Tax Collection Office (form RF-1244), which is not issued more than 6 months before the deadline for receipt of tenders.

Requirement: Service providers shall be a legally established company.

Company registration certificate, which is not issued more than 6 months before the deadline for receipt of tenders. Confirmation of registration in a trade register or company register as mandated in the law in the country where the service provider is established (applies to foreign companies).

Requirement: Fulfilment of HSE rules.

Service providers that shall carry out work in Norway must fulfil the current requirements for health, environment and safety stipulated by the Norwegian authorities.

Annex III - HSE self-declaration shall be filled in. The declaration shall not be issued more than 6 months before the deadline for receipt of tenders.

Økonomisk og finansiell stilling:

Requirement: The company's solidity

Service providers must have sufficient economic and financial capacity to fulfil the contract.

Documentation:

Bergen municipality will obtain information on the service provider's economic and financial position via Proff Forvalt credit information company. It is therefore not necessary to provide this information. (All companies that have submitted their accounts to the Brønnøysund Register Centre will be registered through Proff Forvalt).

Tenderers must chenck whether such information is available in Proff Forvalt (www.forvalt.no).

Teknisk og faglig kapasitet:

Requirement: Ability to fulfil the contract - personnel

Service providers are required to show a good ability to fulfil the contract in accordance with the awarding authority's need. Service providers are required therefore to have sufficient capacity to fulfil the contract.

Documentation:

An overview of the number of manlabour years, with environmental competence and valid environmental lighthouse consultancy proof for the provision of these services.

Requirement: Experience from similar contracts

Service providers are required to have good experience from similar contracts

Service providers must fill in annex 4 - reference form, on the 3 most important relevant contracts in the last 3 years, including their extent (number of manlabour years), value, date and the awarding authority or recipient.
