EEA 032-2013 Veterinary duty services
The municipality is responsible for organising a clinical veterinary duty service. The scheme with veterinary duty services is established in accordance with the Act dated 15.6.2001 no. 75 on vets and other animal health personnel §3a.
The scheme with veterinary duty services shall ensure that clinical duty services are established by a municipality/municipalities for vets in all parts of the country so that necessary veterinary help can be obtained outside ordinary working hours.
The veterinary duty service is a necessary part of stand-by services against serious infectious animal diseases and it is important for maintaining good animal welfare.
160 duty districts have been established, and in addition there are five duty services in «areas close to towns».
This contract is for the provision of veterinary services in the duty district Bergen south.
Each duty area shall normally be manned by one vet. The municipality shall set up a duty list that covers at least one calendar month.
When the contract is signed, the following guiding duty periods and manpower for them are to be established, which will form the basis for the calculation of the division of resources:
Weekdays, evening: 16:00-22:00.
weekdays, mornings: 06:00-08:00.
Saturday, Sunday, bank holidays, day and evening: 06:00-22:00.
All days, night: 22:00-06:00. Normally the duty areas shall be manned by one vet on duty in each duty area in periods 1-3, but reduced manpower can occur in period 4.
In the periods January-Februay and May-October there is a joint duty scheme 22:00-06:00 for the duty districts Bergen south and north.
As the duty scheme has been up until now, the vets in the scheme have been required to be organised as sole traders. This is no longer a requirement. Service provider must in each individual case specify which named vet is offered for the duty services. If a service provider has several vets that would like to be a part of the scheme, the service provider can submit several tenders, each with a named vet. Each individual tender will be assessed as an independent tender and will be assessed against the other tenders that are received in the competition.
