The current framework agreement for the delivery of cleaning products expires 1.9.2013. A new competition must therefore be held. The products that are included in the new framework agreement are, amongst other things, hygiene paper, plastic sacks and bags, cleaning agents, hand hygiene and textile washing detergents and dishwasher detergents. In addition training and courses in the use of the cleaning products are to be a part of the framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
Requirement: The company's solidity. Suppliers must have sufficient economic and financial capacity to fulfil the contract. Documentation: Bergen municipality will obtain information on the supplier's economic and financial capacity via Proff Forvalt credit information company. It is thus not necessary to provide this information. (All companies that submit their accounts to the Brønnøysund Register Centre will be registered via Proff Forvalt.) Tenderers must check the information in Proff Forvalt (www.forvalt.no). The minimum accepted grade will be "satisfactory" within two of the following criteria: Liquidity, profitability and solidity, as described in Proff Forvalt's rating. Suppliers that do not submit their accounts to the Brønnøysund Register Centre and are therefore not registered in Proff Forvalt, or who do not fulfil the above grade requirements, can prove their economic and financial capacity in alternative ways. Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) A statement of the company's health, environment and safety policy
(3) A statement of the quality assurance/quality control system operated by the company.
Requirement: Routines for environmental control. It is a requirement for the contract that suppliers have routines and systems that ensure a low impact on the environment when carrying out the delivery. Documentation (shall be given in one of the following ways): Description of the company's routines and systems for the choice and handling of chemicals, traceability and raw products, recycling/minimizing packaging. If the routines are described in the company's quality or environmental management system in accordance with ISO 14001 or equivalent third party verified systems, the valid certificate and a copy of the relevant routines shall be enclosed.
