This invitation to tender involves an eco system monitoring programme for the fjord areas outside Stavanger. The monitoring programme is included as a part area of the existing monitoring programme referred to as the "Økosystemovervåking i kystvann" (henceforth referred to as ØKOKYST).
Description of ØKOKYST:
The objective of the monitoring programme is to monitor and identify the environmental conditions in selected areas along the Norwegian coast. The programme shall through biological and chemical surveys point out effects of overfertilisation and organic pollution at an early stage. The survey includes biological conditions (hard bottom, soft bottom and pelagic sampling (phytoplankton taxa)) and oceanographic support parameters (i.a. nutrient salt, oxygen, water depth visibility, temperature and salinity). The support parameters shall be monitored on a station network connected to the biological monitoring. The monitoring is rotating, i.e. some of the biological surveys are implemented every third year. Further description of what shall be monitored in the Rogaland part programme is given in annex B; named “Arbeidsomfang”. Annex B also contains a sketch map which indicates the area and its stations.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
The tenderer shall have an efficient HSE system.
The tenderer shall be a legally established company.

— The tenderer's annual accounts for 2012 including notes with the board's and auditor's reports. The Awarding Authority reserves the right to require/obtain further information in order to verify if the tenderer has sufficient financial strength. The requirement for notes and auditor's report do not apply for public enterprises.

A brief and principal description of the company. This includes a statement of the company's business idea and core competence in relation to the delivery, an overview of the company's history and a description of the existing activities.
— A brief description of the tenderer's quality assurance system. The description must refer to the methods/standards the system is based on and the quality certifications hold by the company. Maximum one A4 page.
— The tenderer must describe routines for audit and maintenance of the quality assurance system.
— Statement of the tenderer's environmental profile or relevant certificates.
Minste nivå(er) av standarder:
— The tenderer shall have good implementation ability in relation to this assignment. This qualification requirement relates to the company and not personnel involved in the assignment.
— The tenderer shall have an operative quality assurance system and this shall work in accordance with its intention.
If the tenderer intends to use sub-providers (company analysing the samples), this requirement also applies to them.
— The tenderer shall have a definite environmental profile.
