Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
A self-declaration on wage and work terms is required.
Qualification requirement: Service providers shall fulfil the legal wage and work terms.
Documentation requirement: Service providers shall enclose a self-declaration on wage and work terms.
Økonomisk og finansiell stilling:
(1) The company's most recent annual report including new information of relevance to the company's accounting figures
Requirements regarding economic and financial capacity. Quailfication requirement: Tenderers shall document that they have healthy finances and a capacity that leaves no doubt of continued operation in the contract period.
Documentation requirement: Presentation of the company's auditor approved annual accounts for the last three years. Information on the company's turnover is to be provided by filling in "table 1 Turnover Development".

Competence and professional qualifications. Qualification requirement:…
… Tenderers must have good professional competence in the services covered by the contract. Documentation requirement: Tenderers shall in addition work out a manpower overview (annex 8, see appendix 3 for an example) supported by a descriptive text (annex 9) that refers to the company's professional competence, including the sub suppliers that will be used, as well as any certifications and experience that the tenderer has. An example of a manpower overview is attached, see annex 3. Other manpower overviews can also be used. If a tenderer will use other companies' capacity to fulfil the contract obligations, a binding statement (annex 10) from the relevant sub suppliers shall be enclosed, cf. annex 4.
… Most of the projects are considered to be in development class 2 and applicants must be able to document and fulfil the requirement within the stated development class, cf. the Directorate for Building Quality (dbk.no). Documentation requirement: Tenderers are to document certification in development class 2 or substantiate that such certification will be given. If a tenderer does not have central certification in development class II, it is a prerequisite that the tenderer shall get local or central certifiation in development class 2. If a tenderer does not get certification, the awarding authority can demand to have its costs covered for holding a new competition.
Relevant deliveries and references. Qualification requirement: Tenderers shall have carried out relevant projects in the last five years. NRK is the country's leading media company. Relevant means experience from projects in media companies/office companies. The following services shall be documented.

Documentation requirement: A description shall be given of the most important contracts in the last five years (up to 2 per service) connected to equivalent projects that are covered by the procurement, ref. 1.3. See annex 5, attached. In addition a general reference list that shows diversity in the portfolio can be enclosed. The references shall at a minimum be described with the following information:

Quality assurance and internal control. Qualification requirement: Tenderers shall have appropriate and well worked in quality assurance procedures and inspection routines. Documentation requirement: A description shall be given of the tenderer's quality assurance system/control system and the tenderer's health, environment and safety policy.

If more than 5-7 service providers fulfil the qualification requirements, the awarding authority will carry out a selection amongst the qualified service providers in order to achieve the best possible competition dynamics in accordance with the following guidelines:

Category medium sized/large companies:
- Approx. half of the qualified companies will be chosen from medium sized/large companies.
- Medium sized/large companies means companies with 10 employees or more.
Category small companies:
- Approx. half of the qualified companies will be chosen from small companies.
- Small companies means companies with less than 10 employees.
If there are more within each category that are qualified, those that according to a discretionary judgement fulfil the set qualification requirements in chapter 2.3 Technical and Professional Quality in the best way will be invited.
If there are not enough qualified candidates within one category, we will invite more from the other category, so that the total number is a minimum of 5 - maximum 7, as long as we receive enough qualified applicants.
