E18 Vestfold south: EK1 E18 Bommestad - Sky

A 4-lane motorway shall be built with standard class S9. The stretch of E18 with the new four-lane motorway is approx. 7 km long and has a basis of profiles between 320 and approximately 6,650. A portion of the stretch, Farrisbru, shall be built through a separate contract. The Farrisbru contract (EK2) has a basis of profiles from 3,730 to 4,397. The other stretches of E18 are included with this contract (EK1). The project includes of inter alia two long mountain tunnels with support portals cast of concrete, a waterproof sediment tunnel of concrete (with extensive performing of construction pits), an overpass open road. There shall be built new ramps at Farriseidet and the existing ramps at Bommestad shall be adjusted. Some adjustments of the side roads are also included, especially at Sky. Surplus masses with the project shall be transported to landfills located in Eikedalen, Breimyr and Langemyr. The excess of rock masses shall be transported to the Hedrum quarries, but some of the excess can also be stored at the Eikedalen landfill.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (National requirement).
(2) Company tax certificate (National requirement).
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

- If the bidder is a working partnership shall the bid include a declaration of jointly and severally liability for the clients and third parties.
- The average of the H1 value for the last three years should be less than 10. Refer to the tender documents section B2, section 4.2 HSE for further explanation of the calculation.
Økonomisk og finansiell stilling:

- It is required that the bidder's equity capital is positive. If the bidder is a working partnership, is the requirement applicable for each of the participants.
- The bidder's average annual turnover should be at least as large as the annual revenue that the contract will generate.
Minste nivå(er) av standarder:
- Documentation of the equity capital shall be included with the bid. Documentation of aany significant changes in the bidder's equity capital and financial position in relation to the last audited accounts must be included with the bid.
- Documentation of turnover from the past three years shall be included with the bid.
Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(2) Other documentation required (please state below).
- Experience with similar works: The bidder shall have experience from works of the same nature and difficulty level.
- Builders experiences: It is required that the bidder can provide references from relevant contracts that they have completed in a satisfactory manner. Statens vegvesens and other Awarding Authorities experiences with the supplier shall also be considered.

- It is required that the organization of the implementation of the contract is adequately staffed and that the supplier has the capacity and ability to handle unforeseen circumstances with the contract.
- The required technical and professional competence and relevant experience of the key personnel who will be used for the assignment.
- Bidders who are newly established and who are unable to provide references, must be especially detailed to demonstrate that they have the necessary qualifications to perform the contract. Bidders must account for the company formation and the employees competence. The planned organization for the assignment and CV's of the key personnel for the project organization is particularly important. This also applies for companies that have merged or have been acquired by another company during the processing of the bids.
