'Dr. Fridtjof Nansen' - Replacement Vessel

The Institute of Marine Research

The Norwegian Government has decided to build a new research vessel, replacing the existing research vessel 'Dr. Fridtjof Nansen'. As with the existing 'Dr. Fridtjof Nansen' the new research vessel will be owned by the Norwegian Agency for Development Cooperation (hereinafter NORAD) on behalf of the Norwegian Government. IMR will be the operator of the Vessel.
The scope of the contract:
To build, construct, outfit, test and deliver a research vessel, approx 74,50m length, with the following DNV Class:
DNV + 1A1, E0, ICE-C, SPS, DYNPOS-AUT, NAUT-AW, COMF-C(2)V(2), BWM-T, TMON, RECYCLEABLE
according to the Building Specification with corresponding basic design and technical specification.

Tax-certificate: Foreign companies must supply equivalent certificates/documentation from their National Authorities showing that they are aligned with their responsibilities regarding payment of tax and duties.

HSE-Statement: The tenderers shall submit a statement that the company has a working Health, Safety and Environment system (HSE), which is systematically working to meet the requirements of health, safety and environment legislation (national legislation) and thereby meet the requirements of the regulations relating to systematic health, safety and environment work in business.

Certificate of registration: Documentation of enrolment in the professional or trade register, commercial register or companies register as required by national law, in the country where the company is established .

Credit rating:

— Credit rating / business credit report, not older than 3 months, based on the last known accounting figures that includes, among others information on ownership, payment comments, rating, credit limit recommendations etc. The rating shall be carried out by a credit information company that has a license for its activities (ex. Dun & Bradstreet, Experian, Bisnode etc.).

— The credit rating shall not be worse than A (credit worthy) or equivalent if another rating is used (number rating)

— Tenderers with a lower rating than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

Balance sheets:

— Tenderers balance sheets or extracts from balance sheets for the last three – 3 - financial years (2010, 2011 and 2012) are to be presented.

— Statement from the tenderer's bank connection describing the present financial condition for the tendering company with balance sheet including debt ratio and liquidity to be presented.

Turnover:

— Statement regarding the turnover in total and turnover with respect to the works to which this potential contract relates to (i.e. shipbuilding) for the three – 3 - previous financial years (2010, 2011 and 2012) are to be presented.

1. Document how the tenderers fulfill and satisfy specified requirements in the building specification by describing how the tenderers will fulfill and satisfy requirements regarding production of the hull, installation of systems, equipment, interior and furniture in accordance with good shipbuilding practice, and meet the stated requirements regarding internal noise and vibrations, Underwater Radiated Noise (URN) and electromagnetic compatibility (EMC) during building, construction and outfitting of the Vessel.

2. Document availability of necessary production facilities and production capabilities to build and outfit 'Dr. Fridtjof Nansen' - Replacement Vessel by specifying:

— The tenderer's production capacity, documentation on current contract portfolio, orders etc.

— Number of employees in total and for each department, technical and production. Professional qualification levels for employees and staff to be listed

— Statement of the share/part of the contract to be provided by subcontractors

3. Document high competence in regards to ship building and outfitting in general and advanced vessels, such as noise reduced research vessels, seismic vessels, ROV vessels, subsea intervention vessels, cruise ships, naval vessels in particular by presenting the following documentation:

— Tenderer's internal academic and professional qualifications related to the following areas:

I. Resiliently installation of machinery components

II. Diesel electric propulsion system

III. Methods for acoustic noise insulation for reduction of noise from main sources and within the accommodation

IV. Methods for reduction of electromagnetic interference (EMI)

V. Production of 'smooth' steel hulls

VI. Installation of hull mounted hydro acoustic antennas and other scientific equipment

Other sources and technical expertise available within the organization or as potential subcontractors or partners for this project with respect to items listed above (I-VI).

- Methods for organization and planning of projects of this kind, including IT-tools used in this relation.

4. Document experience from building of advanced vessels such as noise reduced research vessels, seismic vessels, ROV vessels, subsea intervention vessels, cruise ships or naval vessels by presenting a list of principal deliveries for the past three – 3 - calendar years (2010-2012), with details of the contract value, the delivery (vessel name and type), delivery dates and (public or private) recipients involved.

5. Document satisfactory facilities to build a vessel of this size and complexity.
