Helse Vest wish to recieve tenders on the total delivery of dairy products to the instititusions in Helse Vest.
The food production at the different institutions consist of ordinary production of food for the hospitals in the region, food for sale in the cafeteria, catering, and production of food at minor institutions.
The kitchens at the different institutions vary from kitchens which produce food for several thousand people every day, to kitchens which produce food for 10 persons each day. Due to variations in the size of the kitchens, it is important for Helse Vest to obtain a supplier who can provide a large variety of products in different sizes and weight.
Some of the institutions already use some ecological dairy products. These products are listed in Del 2 – vedlegg 1 Prisskjema. Helse Vest however wishes to increase the use of ecological dairy products in the institutions in Helse Vest. Helse Vest therefore wants tenderers to offer ecological alternatives to non-ecological products which are listed in Del 2 – vedlegg 1 prisskjema. The degree of use is however uncertain and will vary on the basis of budgetary frames in Helse Vest. If Helse Vest choses to use ecological alternatives to non-ecological products, the use of the ordinary products will be reduced.
Helse Vest also wants the contract to include the tenderers other products within the different groups of dairy products listed in Del 2 – vedlegg 1 – Prisskjema.
Helse Vest has in Del 2 – vedlegg 3 leveringssteder specified which institutions who are meant to be under the contract, how often the institution wishes deliveries, and in which timeframe they want delivery to be made. The specific time for delivery for each institution will be discussed with the chosen tenderer when the competition is concluded.
The category "Butter" will not be part of this contract until 16.1.2016.

The Contracting Authority has a unilateral right to trigger an option to extend the agreement for up to 1+1 years. The option is triggered automatically with identical terms unless the Contracting Authority takes another course of action.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (National requirement).
(2) Company tax certificate (National requirement).
(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
It is a criterion that a tenderer shall have fulfilled its obligations in connection with payment of tax and VAT.
The Tenderer shall have a functioning HSE (health, safety & environment) system.
Økonomisk og finansiell stilling:

Credit rating, not older than 6 months, and which is based on the last known accounts. The rating shall be performed by an accredited credit rating agency. The rating must be at least B or higher, measured on the basis of AAA Soliditet's ranking scale – or an equivalent score from another reputable rating agency.

If the Tenderer is unable to provide a credit rating, the Contracting Authority will obtain one from AAA Soliditet AS on its own initiative.
If the Tenderer's credit rating is not satisfactory, for example where a newly-formed company with an AN credit rating is concerned, this can be compensated for with a suitable guarantee from a bank and/or a parent company with the appropriate credit rating, which provides an equivalent level of security for the ability to fulfil the contract. Such alternative documentation shall be attached as a part of the tender.

Teknisk og faglig kapasitet:
(1) A statement of the quality assurance/quality control system operated by the company.

The tenderer shall describe its quality assurance plan and how it complies which norwegian law in relation to sale of food. The description shall be no more than two a4 pages.
Minste nivå(er) av standarder:
The tenderer must have a quality assurance plan which is in compliance with all obligations under norwegian law regarding sale of food.
Kontraktutførelse
Innskudd og garantier som kreves:
If the Tenderer's credit rating is not satisfactory, for example where a newly-formed company with an AN credit rating is concerned, this can be compensated for with a suitable guarantee from a bank and/or a parent company with the appropriate credit rating, which provides an equivalent level of security for the ability to fulfil the contract.
