Oslo kommune v/ Kulturbyggene i Bjørvika

The contract is for engineering design services for, production, delivery and assembly of complete facades for the new Deichmanske main library. The contract is for all vertical external surfaces, external roofs, skylights and doors in the outer shell. The contractor shall engineer and calculate all facade elements and fastening points of them in the main construction and in the building otherwise.
All details shall be approved by the engineering design group before final production. The project comes under passive house requirements (Passive house standard: SINTEF Building research project report 42:2009 Criteria for passive house and low energy buildings - occupational buildings and there are strict requirements for the U-value, G-value and density. The project has a challenging construction with high floors and movement in cantileverd concrete constructions that the facade shall deal with.
Proposals have been worked out for the design of technical and constructive systems as a basis for further engineering design services and the development of facade solutions and production method. See the qualification documents and annexes for further details.

(2) Presentation of the company's annual accounts, or extracts thereof.

(3) Statement of the company's turnover, of relevance to this contract, for previous years.

The company's last three annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is relevant for the company's accounting figures.

Minste nivå(er) av standarder: Contractors shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:

(1) Overview of the company's total manpower.

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts).

(3) A statement of the quality assurance/quality control system operated by the company.

(4) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).

(5) Other documentation required (please state below):

An overview of contracts in the last 5 years. The overview shall include a detailed description of the contract's content, value, name of the awarding authority and date. Certificates are wanted of satisfactory execution for the most important works. The certificates ought to state the works' value, as well as the time and place of the execution and to what extent the works were carried out properly and professionally.

The following shall be enclosed:

1. An account of the contractor's average work strength and the number of employees in the administrative management in the last 3 years;

2. An account of the tools, machines, instruments, material or technical equipment that the contractor can use for fulfilment of the contract.

Certificate of the company's quality assurance system issued by independent bodies that confirm that the contractor fulfils certain quality assurance standards, ISO 9001:2002 or equivalent. Other documentation of equivalent quality assurance measures can be accepted instead. We would like information on the system's name and the detailed contents as well as an account of how the system is used in practice.

Minste nivå(er) av standarder:

Contractors shall have good experience with the development and delivery of specially developed solutions based on non-standardised facade systems with particular emphasis on facades with: innovative construction systems, use of new materials, new technical systems, research and design development in order to develop new systems.

Contractors shall have good experience and competence with engineering design services, dimensioning and the production of supporting constructions in composite materials and for equivalent climatic conditions.

Contractors shall have good production capacity.

Contractors shall have a good and well functioning quality assurance system.
