Oslo kommune v/ Kulturbyggene i Bjørvika

The delivery applies to engineering, production, delivery and assembly of complete facades for the new Deichmanske main library. The contractor shall engineer and calculate all facade elements and fastening points of them in the main construction and in the building otherwise.
All details shall be approved by the engineering design group before final production. The project comes under passive house requirements (Passive house standard: SINTEF Building research project report 42:2009 Criteria for passive house and low energy buildings - occupational buildings) and there are strict requirements for the U-value, G-value and density. The project has a challenging construction with high floors and movement in cantilevered concrete constructions that the facade shall deal with.
Proposals have been worked out for the design of technical and constructive systems as a basis for further engineering design services and the development of facade solutions and production methods.

Qualification requirements
The supplier shall have orderly conditions in regards to tax and VAT payments.
Documentation requirement
- Tax certificates for respectively tax and VAT not older than 6 months. The certificates can be obtained from the local tax office or national tax office.
Foreign suppliers shall submit certificates from the corresponding authorities as the Norwegian suppliers.
The supplier shall comply with legal requirements in Norway in regards to health, safety and environment (HSE).
- Attached HSE statement, completed and signed.
The supplier shall be a legally established company.
- Norwegian companies: Company registration certificate
- Foreign companies: Remuneration of that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

The company's last 3 financial statements including notes, the board's annual financial reports and audit reports, including new information of relevance to the company's accounting figures.

The supplier shall have the financial capacity to complete the assignment / contract.

Documentation requirement 1.
An overview of assignments carried out during the past 5 years.
The overview shall contain detailed descriptions of:
- the scope of the delivery,
- the deliveries value,
- the name of the Awarding Authority,
- time-frame of the delivery.
The supplier is requested to submit certification of satisfactory execution for the most important works. The certification shall indicate the value, time period and place of the works performance and indicate whether the work has been professionally and properly completed.

The following shall be submitted:
1. a statement of the supplier's average workforce and the number of employees within the administrative management over the last three years
2 a statement of the utilities, machines, tools, materials or technical equipment available for the execution of the contract,
Documentation requirement 4.
Certification of the company quality management system issued by independent bodies which certify that the supplier meets certain quality standards, ISO 9001:2002 or equivalent.
Instead of certification will the Awarding Authority accept other submissions of equivalent quality assurance measures. The Awarding Authority requests information about the name of the system and that a detailed list of contents and an explanation of how the system is used in practice shall be included.

- The supplier shall have good experience with the development and delivery of specially developed solutions based on non-standardized façade systems.
Qualification requirement 2.
- The supplier shall have good experience and expertise in engineering, dimensioning and production of supporting facade systems for similar climatic conditions.

- The supplier shall have sufficient production capacity.
Qualification requirement 4.
- The supplier shall have a good and efficient quality assurance system.

The Awarding Authority will of the received requests for participation for this competition, inviting the 3-5 suppliers that best meet the qualification requirements to submit tenders. The eventual selection of the qualified suppliers shall be based on the background of the requirements of the qualification documents section 3.3.3.
