Cultural and natural tours app

The Arts Council Norway, henceforth referred to as the Awarding Authority, shall procure a communication system for smart phones included in the project. This communication system is, by the Awarding Authority, referred to as Cultural and natural tours. As an abbreviation, and internally the terminology KNappen would be used.
The terminology app or application is used in some points of this tender notice. This implies that the Awarding Authority has not yet decided if a native mobile app and not a web applications (HTML5) or hybrid shall be developed. The terminology app is used because it's a short and practical terminology for what is requested developed.
This tender notice is in accordance with description given in annex 1; requirement specifications.
The agreement period is until the end of 2013, starting from signing of contract. It may be relevant to expand the contract with further deliveries in 2014 and 2015. This is subject to the preliminary project being continued and that the main project pursuing the app as it was developed in 2013.
This implies that it may be relevant with further assignments carried out by the selected supplier.
The estimated cost framework is 500 000 NOK, excluding VAT and is expected to be less than 1 500 000 NOK during a 3 year contract period. It is emphasised that this is an estimate, only, and is not binding for the Awarding Authority.
The estimated cost framework for this agreement, until the end of 2013, shall cover development and operation with minor adjustments and correction of errors.
