County road 714 Melvatnet-Mjønes, Development and construction planning

The stretch that shall be developed starts at the east end of Melvatnet. There the plan will be connected with the sub stretch "Bergkrysset - Melvatnet" (see the annex), which has already been developed and constructed.
From here the stretch goes along the current road past Melvatnet and Slørdalsvatnet. The Storvasshammer tunnel shall stay and it shall not be affected by the development.
According to the municipal sector plan, the new county road 714 shall swing out from the existing county road 714 at Tjørna lake and into a tunnel that has a length of approx. 2600m (Slørdals tunnel). Then the road goes over a bridge over Astfjorden, with a short road stretch in the open airr between the tunnel and the bridge. The bridge over Åstfjorden will be approx. 700m.
After the bridge on the north side of Åstfjorden, the road goes in a tunnel under the mountain Mjøneshatten (Mjønes tunnel). After this tunnel the road is adapted to the next development plan "county road 714 Mjønes - Vasslag" (see the annex). The entire stretch has a length of approx. 8 km.
This contract is primarily for the development planning.
As an option we would like tenders for construction planning (excluding Åstfjord bridge).
Options are wanted for construction planning as the awarding authority is considering to announce the construction planning and construction as a turnkey contract.
Statens vegvesen has had ground surveys carried out for the municipal sector plan. Statens vegvesen will itself be responsible for geotechniques along the road line. Tenderers will be responsible for geotechnical surveys and engineering design services in the landfill and barracks area.
All other relevant professions are included in the contract.
