Contest framework agreement for webdesign

Direktoratet for forvaltning og IKT (Difi)

A framework agreement shall be established with one service provider that shall cover Difi's need for advisory services (assistance and assignments) for consultancy, concept development, development of new, and modification of existing, websites and other digital services.
The framework agreement shall apply to all of Difi, both in Leikanger and Oslo.
The service provider must supply consultancy services within the following areas of expertise:
Design (graphic design, interaction design and coding of design sketches in CSS and HTML 5)
Content work (information architecture, develop concepts and content strategy, search engine optimisation, rewriting content into internet friendly texts)
Information graphics/dynamic data visualisation/digital storytelling
User testing

2.1 Planned projects for 2013 and 2014
Annex 4, «Difi's Planned projects», describes the projects Difi currently have plans to implement in 2013 and 2014. Please keep in mind that some of the projects will commence immediately after contract signing. The most time critical among these is the project «Justering av design på anskaffelser.no».

The list of planned projects for 2014 depends on available frame and budget funds, and are presented to provide an indication of the type of project the framework agreement shall cover. K 01 Tax certificate -

Requirements: The supplier must have fulfilled their obligations and paid tax and social security contributions.

Documented by: Tax Certificate. The certificate must not be older than 6 months from the deadline for submission of tenders. Any arrears or other irregularities must be justified. If the contractor plans to use subcontractors, a tax certificate must also be provided for them.

K 02 Tax Certificate for VAT -

Requirements: The supplier must have fulfilled their obligations and paid VAT. Documented by: tax certificate for VAT. The certificate must not be older than 6 months from the deadline for submission of tenders. Any arrears or other irregularities must be justified. If the contractor plans to use subcontractors, tax certificate for VAT must also be provided for them.

K 03 Company Certification - Requirements: The supplier must be a legally established company. Documented by Company Certificate or equivalent from tenderer's country of origin.

K 04 HSE self-declaration - Requirements: The Contractor shall vouch that the company is working systematically to comply with environmental, health and safety legislation and that they satisfy internal regulations. Supplier shall also confirm that the company is legally organized under applicable tax and work regulations regarding employees' professional and social rights, and accept that the Award authority has the right to review and verify the system for safeguarding health, safety and environment. Documented by: Signed HSE self-declaration.

Økonomisk og finansiell stilling:

K05 Economy - Requirements: Supplier shall have the financial capacity to complete the assignment/contract (Good solvency or credit worthiness) documented by: Credit rating based on the last known accounts. The rating shall be carried out by a credit evaluation company that is authorised to process personal data.

Teknisk og faglig kapasitet:

K06 Experience - Requirements: Suppliers are required to have relevant experience from similar assignments.

Documented by: List of supplier's most important deliveries (3-5) in the last three years, within each service category. A description of the assignments, value, date/duration and name of recipients.
