The Petroleum Safety Authority (PSA)

PSA would like to enter into framework agreements in order to quickly outsource assignments where support is needed, including other assignments than inspection. The framework agreements are for consultancy services within safety, emergency preparedness and the working environment in the petroleum industry on the Norwegian continental shelf and on land. The framework agreements can also cover assistance from consultants for assignments at PSA's office if needed.
The procurement can be divided into the following fields:
1. Physical/chemical working environment – capacity support;
2. Physical/chemical working environment – review support;
3. Organisational working environment;
4. Organisational safety and 'Human Factors';
5. Manned underwater operations;
6. Safety economy;
7. Prevention of pollution accidents in the petroleum industry;
8. Maintenance management;
9. Risk assessments and analyses;
10. Technical safety;
11. Crane and lifting operations;
12. Structural integrity.
Tenders can be given for one or several of the fields, cf. 2.9. If a tenderer gives a tender for several fields, the qualification requirements and award criteria will be assessed for each individual field.

Service providers shall not have any tax or VAT arrears.
Service providers shall fulfil legal HSE requirements.
Service providers shall be a legally established company.

— The last 2 years annual accounts including the board's annual report and the auditor's statement;

— Credit rating not older than one year and that is based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

Service providers shall have the economic capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) Other documentation required (please state below).
Service providers shall enclose a list of the most important relevant assignments limited to the last three years, including information on value, date and awarding authority (name, telephone number and e-mail address).
The service provider's competence profile. This means a general description of the competence and qualifications that the service provider offers.
If subcontractor will be used, corresponding documentation must be submitted.
An account of the company's average work strength and information on any cooperation partners that are used for carrying out the assignment.
Account of the service provider's quality assurance system/control system;
and/or
a copy of a system certificate issued by an accredited certification body or equivalent documentation.

Service providers shall have considerable experience from comparable assignments.
Service providers must be able to document high professional competence for the field covered by the procurement, cf. annex 1 and knowledge of the petroleum industry on the Norwegian continental shelf and land installations in the petroleum industry in general and with audits, inspections and operations within the different professional fields in particular.
