Consultancy support - development of new office building

Brønnøysundregistrene

The Ministry of Trade and Industry (MTI) has started a pilot project with the aim of acquiring a new building for Brønnøysundregistrene. The pilot project will in turn be subject to external quality assurance (KS2) in accordance with the Ministry of Finance's quality assurance system for substantial state investment. Statsbygg is the contractor and shall, in accordance with a letter of assignment from MTI, undertake the engineering design of the main concept "new building" of approx. 20,000 m2 in Brønnøysund. The pilot project shall be completed by 01/12/2014.
Brønnøysundregistrene shall enter into an agreement with one supplier for the provision of consultancy services for the development of a new office building. The purpose of the assignment is to ensure that user needs are satisfactorily addressed in the new building. The framework agreement shall have a duration of 1 year from award of contract, with an option for the award authority to extend the contract for up to 1 + 1 + 1 years - a total maximum of 4 years.
The scope of the need for consultancy support is very uncertain, but is estimated to be approx. 800 hours. The estimate must be regarded as non-binding, and withdrawals will be in accordance with real need.

It is required that the provider has sufficient economic and financial ability to implement the assignment/comply with the contractual obligations. The provider's solidity, liquidity and financial strength are vital in connection with assessment. If provider has valid reasons for not being able to submit such documentation, or if the economic situation has changed significantly since the last filed annual accounts, the provider can prove his economic and financial standing by any other documentation that award authority can accept.

If the provider has such a valid reason he shall make contact, in writing, with the award authority to clarify any other documentation which may be accepted. Award authority reserves the right to obtain their own credit reports on providers.

Overview of the provider's experience of similar projects. The list should contain the most important contracts in the last three years, including their value/scope, which services were provided, dates and recipients.
Description of the quality assurance procedures and documentation of any certification.
Minste nivå(er) av standarder:
Considerable experience of comparable projects, where the State has been the contractor, is requred.
Provider shall have good procedures for quality assurance of their services.
