The assignment is a competitive tendering competition with the title: Zoning plan for the new Lørenskog recycling facility.
RoAF, henceforth referred to as the Awarding Authority, requests bids for consultancy services for the preparation of zoning plans and the associated procedure works. It is presupposed that the start-up will be mid-May 2013 with follow-up to an agreed plan. The process is expected to be completed by July 2014.
The Awarding Authority will be the contracting party for the assignment. The municipality of Lørenskog as the host municipality will be the approbation body / authority.
The purpose of the acquisition is to enter into a contract with a single provider of services for the zoning plan and implementation of the procedures up to the approved zoning plan in the municipality.
The zoning plan will provide The Awarding Authority the groundwork for the construction of a new recycling facility within the re-regulated area.
The zoning plan works shall be implemented in accordance with the applicable laws and regulations.
The Awarding Authority requests to build a new recycling facility in Lørenskog. This is attributed to both a very inadequate size and formulation of the current recycling facility. Today, all transport related to the municipal roads that are also used by Ragn Sells. This means that logistically this will become a challenge with all heavy transport in addition to the passenger car transport. It is considered necessary to have separate access roads to the recycling facility.
The Lørenskog facility is the Awarding Authority's second largest recycling facility in terms of visitors and the volume that is received and all of the figures and projections indicate that further growth in the number of visits is likely.
In addition with the increasingly more stringent requirements for the receipt and processing of the waste is received, which triggers the need for a recycling facility that can handle multiple fractions and a larger volume. In addition, it is conceivable that the Lørenskog facility will be operated as an independent unit more than today, and there will thus be a need for more storage capacity.
