The Petroleum Safety Authority Norway (PSA)

This announcement expresses the intent of the Petroleum Safety Authority (PSA) to enter into an agreement with consultancy services in the field of development of information technology services. In the main, the assignment will consist of maintenance and further development of our portfolio of professional systems being applied in our supervisory activities, and the systems for our internal administration. The assignment will be executed in co-operation with the system development expertise of the PSA. The successful service provider must also contribute to the further enhancement of the competence of said expertise.
The estimated framework for the assignment will be in the region of 0.5-1.5 million NOK annually, VAT included. The estimate must be considered a guide only, as the amount of work may vary over time, depending on the internal processes and availability of resources in the PSA. Hence, the Petroleum Safety Authority cannot be bounded by a specific number of hours per year or in total.

Egnethet til å utøve yrkesvirksomheten:

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
Service providers shall not have any tax or VAT arrears.
Service providers shall have a well functioning HSE-system.
Service providers shall be a legally established company.

(1) The company's most recent annual report including new information of relevance to the company's accounting figures

The last two years annual accounts including the board's annual report and the auditor's statment.
Credit rating not older than one year and that is based on the last known accounting figures. The rating shall be carried out by a publicly certified rating institution.

Service providers shall have the economic capacity to fulfil the assignment/contracts.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts)
(2) A statement of the quality assurance/quality control system operated by the company.
(3) Other documentation required (please state below)
1. Service provider's competence profile. This means a general description of the competence and qualifications that the service provider offers.
2. Service provider's experience profile. This means a general description of service providers relevant experience.
Service providers shall enclose a list of the most important relevant assignments limited to the last three years, including information on value, date and awarding authority (name, telephone number and e-mail address).
3. An account of the company's work strength.
4. Account of the service provider's quality assurance system/control system and/or a copy of a system certificate issued by an accredited certification organ or equivalent documentation.

1. Service providers shall have high relevant professional qualifications.
2. Service providers shall have considerable experience from comparable assignments.
3. Service providers shall have the capacity and ability to fulfil the assignment.
4. A good and well functioning quality assurance system is required for the services that shall be provided.
