Consequence and ex-post evaluation for establishment of special youth units and cross functional team

The ministry of Justice and Public Security, henceforth referred to as the Awarding Authority, invites service providers to submit tenders for a consequence and ex-post evaluation of the establishment of special youth units for young criminals between 15 and 18 years.
The objective of the evaluation is to provide the involved ministries; the ministry of Justice and Public Security, the Ministry of Health and Care Services, the Ministry of Education and Research and the Ministry of Children, Equality and Social Inclusion a decision basis for evaluation of potential continuance of the units after to the trial period.
The evaluation shall also give advice and guidance regarding operation during the trial period. Further information of the extent, objective and description of the procurement is given in annex 1 to contract documents

The tenderer shall have sufficient financial capacity to implement the assignment/comply with the contractual obligations. Credit appraisal/rating not older than 1 year which shall be based on the most recent known accounting figures. The rating shall be conducted by a publicly approved credit rating agency, or other equivalent documentation. The tenderer shall have necessary routines for management of sensitive and confidential information and hold or receive necessary concessions and dispensations to carry out the evaluation. The tenderer shall have research competence with background from social science, educational science or other relevant fields.
The tenderer shall have implementation ability and capacity.
The manpower assigned to the assignment shall have the required competence necessary for implementation of the contract. The tenderer's description of the relevant competence.
The tenderer shall have experience from corresponding/comparable assignments. The tenderer shall enclose a list of principal, relevant deliveries the previous 5 years, including information of value, date, and recipient (name, telephone no. and e-mail address).
