Components and software licences for wireless network with accompanying maintenance contract

The Government Administration Services would like to enter into a framework agreement for components and software licences for a wireless network with the accompanying maintenance contract.
The awarding authority has a need to join up with a supplier with total responsibility for the delivery of components and software licences for a wireless network, as well as for the maintenance of new and existing components.
The contract is intended to cover the procurement of components and software licences for a wireless network as well as maintenance of the equipment in such a way that the awarding authority covers its need in a uniform way. The contract is meant to be dynamic so that it can be updated when new products come onto the market, old products are replaced and new needs occur, as long as these naturally belong within the contract's scope.
The supplier shall in addition offer personnel that can assist the awarding authority in situations of reduced capacity at the awarding authority, or the when the awarding authority would like extra stand-by.

The amount is connected to the number of orders from the entities in the joint ministries.Per March 2013 ICT estimates that the amount can be nearly 300000 NOK excluding VAT for the next two years.Some Ministries however do not currently have full coverage. If they would like this during the contract period the amount can be between 1500000 - 2000000 NOK excluding VAT.As the contract can last for 4 year, the Government Administration Services has seen it as appropriate to allow for major expasions of wireless networks.

Beskrivelse av opsjoner:
The procurement contract and the maintenance contract are for 2 years from when they are signed. In addition there is an option for a contract extension for a further 2 years, one year at a time (1+1), so that the contracts can run for a maximum of four years.

Qualification requirement:
- Sufficient economic and financial capacity to fulfil the contract, credit worthy without security will be seen as satisfactory.
Documentation requirement:
- Credit rating with key figures from a certified credit rating company or other documentation that the above requirement is fulfilled.

Qualification requirement:
- The supplier must be able to refer to three contracts in the last 3 years that are relevant for this contract. Relevant means experience with equivalent assignments with delivery and maintenance as described in the specifications (annex 1), the procurement contract and the maintenance contract respectively.

- The supplier must have sufficient capacity to fulfil the contract.
- The supplier shall have the highest certification at the manufacturer.
Documentation requirement:
- Reference list of the supplier's three most important contracts in the last three years that are relevant for this contract. The reference list shall include the awarding authority's name and named contact persons as references. Furthermore the extent of the contract shall be stated in the reference list and we would like the value of the assignment and the number of users. It must be clear what has been delivered and which role the supplier had in the contract, as well as any cooperation partners/sub suppliers.
